How your work would contribute to our organization and the Twin Cities region:

TheProgram Technical Specialist (Advanced Administrative Specialist)provides advanced administrative and technical support as well as customer service for the Sewer Availability Charge (SAC) unit of the Metropolitan Council's Environmental Services Finance office with limited supervision. This position requires high attention to detail with administrative/technical duties to include review building plan submittals for completeness and accuracy, electronic filing, complex database work, SAC determination charge and credit estimates, and property and SAC information research. Customer service includes answering non-routine verbal and electronic inquiries regarding: the program, status of SAC determinations in process and submittal process, and helping applicants understand the rationale for the fee, community outreach and electronic communications and website updates.

The preferred work schedule is Monday-Friday within the hours of 7:00 a.m. – 5:00 p.m. The position is eligible for full time benefits including a hybrid onsite/telework arrangement. Onsite work will be required at Met Council facilities.

What you would do in this job

  • Perform broad and varied administrative support in a high-pressure office.

  • Follow precedents and procedures based on past practices within a program which regularly requires interpretation.

  • Document, file, and work to improve the organization of filing and administration. In addition, the position will implement document retention to satisfy project requirements and will lead the copying, scanning, archiving and distributing of project office documents.

  • Frequently decipher technical data and determine accuracy (reviews data for anomalies and inconsistencies and determines the correct/incorrect areas and fees).

  • Review determination submittals which include reviewing forms for completeness, evaluate building plans to ensure the correct plans are sent, plans have all required information on them, and scale is correct.

  • Responsible for independently completing complex non-routine tasks (creates and designs graphs, charts and statistical presentations using various specialized tools).

  • Conduct external and electronic SAC communications.

  • Perform complex data entry into Oracle SAC Database and Application Xtender.

  • Review and answers correspondence and telephone inquiries; compose SAC determination letters and prepare for review and delivery.

  • Organize SAC community trainings, work groups and task forces.

  • Perform other duties as assigned. Due to the nature of this position, it is expected a variety of additional administrative and technical duties will be performed.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience (providing complex administrative support in a medium-to-large organization) and completed education (degree field of study in Business Administration, Communications/Writing, Construction, or related field):

  • Bachelor's degree with one (1) year of experience

  • Associate degree with three (3) years of experience

  • High school diploma/GED with five (5) years of experience

Application must show proficient experience in written and verbal communication with external customers, working with word processing, presentation and spreadsheet programs, complex data entry, managing schedules and arranging interoffice/inter-agency discussions and meetings, technical review/inspection and compliance, and providing customer service related to complex issues.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Knowledge of Metropolitan Council Environmental Services, public utilities, city government, redevelopment, or construction administration.

  • Experience working with an Oracle database (or other database system) and an electronic document management system.

  • Experience working with building permits, building plans or similar technical information.

  • Experience working in a position that requires review of compliance with rules and procedures.

  • Experience working in customer service including responding to customers via email and phone.

  • Experience working and collaborating in diverse, multicultural, and inclusive environments.

  • Experience with outreach to cross-cultural communities.

What knowledge, skills and abilities you should have within the first six months on the job

  • Skilled in building plan reviews to recognize correct scale, labels and completeness.

  • Ability to perform under limited supervision recognizing when assistance or guidance is required to set priorities or redirect workload.

  • Ability to display independent judgment, initiative and organization in solving a variety of problems.

  • Proficient computer skills using Microsoft Word, Excel, PowerPoint and Outlook, electronic document management system and an Oracle database.

  • Knowledge of financial concepts and possession of mathematical skills.

  • Knowledge of basic and commonly used office skills, procedures and equipment.

  • Ability to perform detailed data entry with efficiency and accuracy.

  • Ability to verbally communicate information clearly, concisely and with a calm professional demeanor in a high intensity and acrimonious job.

  • Ability to effectively organize multiple tasks and establish work priorities within deadlines.

  • Ability to review data, reports and correspondence for details and accuracy.
