WHO WE ARE

TheSenior Human Resources Manageris responsible for advancing strategic initiatives, leading the Metropolitan Council's Occupational Health function, including overseeing disability management, FMLA, reasonable accommodation, salary continuance, and 6 DOT and non-DOT Drug and Alcohol programs.

The Senior Manager reports to the Deputy Chief Human Resources Officer and serves as a member of the Human Resources Leadership Team which provides direction for the Council's human resources function. The Senior Manager supervises 11 employees.

What you would do in this job

  • Participate with HR Leadership and key organization stakeholders to identify strategic initiatives.

  • Identify and implement collaboration strategies to assess needs, build engagement, and share accountability for results.

  • Manage implementation of initiatives including project scope, budget, schedule, communication, measurement, and risk.

  • Provide direction, leadership, and support for the Occupational Health work unit in processing family medical leave, disability management, drug/alcohol testing, and parental leave.

  • Act as official designee for OH and personnel-related data requests.

  • Participate with HR Leadership in identifying needs to process improvement and strategies for communicating with Council employees.

  • Current areas of focus include integrating the principle of equity into HR policies and programs, and process improvement.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations ofexperiencein project delivery, human resources, and/or leadership and completed education(degree field of study in human resources, organization development, psychology, public administration, employment law, or closely related field):

  • High school diploma/GED with eleven (11) years of experience including three (3) years of experience in a supervisory or management role.

  • Associate degree with nine (9) years of experience including three (3) years of experience in a supervisory management role.

  • Bachelor's degree or higher with seven (7) years of experience including three (3) years of experience in a supervisory or management role.

Desired Qualifications:

The ideal candidate will have the following qualifications:

  • Management experience in a public sector work environment,

  • Familiarity with public sector HR practices including occupational health, drug and alcohol rules and regulations, ADA, and family or medical-related leaves.

  • PRH/SPHR

  • Experience working and collaborating in diverse, multicultural, and inclusive environments.

Knowledge, Skills, and Abilities:

  • Knowledge of public sector human resource management

  • Strong knowledge of FMLA, drug and alcohol, ADA, and return to work rules, regulations, and processes.

  • Knowledge of continuous improvement methodologies

  • Knowledge of project management tools and concepts

  • Knowledge of data analysis, identifying trends, reporting results, and basic statistical methods

  • Strong project management skills

  • Strong written and oral communication skills: ability to use collaboration software, ability to apply plain language principles

  • Group facilitation skills - ability to build consensus and motivate people from diverse backgrounds

  • Proven ability to prioritize, execute, and delegate tasks; respond to shifting priorities and mentor team members

  • Strong supervisory/management skills

  • Ability to travel between locations for meetings either via public transportation or car
