Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a Juris Doctor, master's or higher degree in a related field. Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a Juris Doctor, master's or higher degree in a related field and one year of professional experience as described below. Qualifying experience includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. COMPETITIVE MINIMUM QUALIFICATIONS:Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. REASSIGNMENT QUALIFICATIONS:Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Business Systems Analyst 1. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Duties Description Business Systems Analyst 1's play a vital role in bridging the gap between business needs and technological solutions at OPWDD. Duties include but are not limited to the following: - Gather and analyze business requirements through research into processes and interviews with stakeholders. - Analyze data to understand the current state of business operations and identify areas for improvement. - Document system findings and recommendations into clear, concise, and easy to understand formats (ex. flowcharts, use cases, etc.). - Document and manage systems design and workflows. - Collaborate with project managers, developers, and both internal and external team members as it relates to business needs and functional specifications for communications with ITS. - Assist with testing and user adoption; participate in user acceptance testing (UAT) to ensure the developed solution meets business requirements. - Assist with the development and maintenance of training materials to ensure a smooth user adoption process. - Ensure effective communication and collaboration between parties and as it relates to project goals including the completeness of business requirements documentation and meeting project deadlines.

Additional Comments • NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee • Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume/cover letter. • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
