Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position: Required experience: A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. *Applicant degrees in related fields will substitute for experience as follows: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under 70.1 or 52.6 of the Civil Service Law.

Duties Description This position will work closely with program staff across all units but will report to the Team Leader (BSA 3) and the Director of Technology Services as this role will be using business analysis techniques to elicit requirements for outlining organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, system enhancements, project change requests) based on regulations, industry surveillance and program metrics. Duties include, but are not limited to:• Gather requirements by conducting interviews, surveys and review documents for outlining system changes and enhancements.• Review, document, and categorize current operations/business functions using flow charts and process models.• Evaluate process improvements among business teams to maintain system functionality and efficiencies.• Develop system requirements for ITS staff, program staff and other stakeholders.• Develop test cases, user guides, and datasets for user acceptance testing to ensure the technical solution aligns with the approved requirements.• Review and write business system documentation.• Write and review training plans and train users on new software and applications.• Track project timelines and deliverables, help to determine strategies to mitigate risks to system design, business practices, data quality, and project milestones and deliverables. Develop contingencies where delays may be unavoidable.• Perform the full range of supervisory responsibilities for subordinate staff.• Preferred Qualifications:• Proficient in composing SQL queries and using Balsamiq or other wireframe creation software.• Experience with Power BI or Tableau, PowerShell, Salesforce or a similar CRM, Google Cloud Platform and BigQuery, JavaScript.

Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
