Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1/Contract Management Specialist Trainee position in the Office of Financial Management, Community Budget and Financial Management Group (CBFMG). This position is assigned to the Contract and Claims Unit as the supervisor for the payment team to ensure timely review and processing of payments to 62 counties. Under the direction of higher level managers, the incumbent will administer contracts and procurements for community-based mental health services throughout New York State. Specific duties to be performed may include, but are not limited to, the following:- Monitor and provide oversight of the scheduled quarterly payments to over 750 mental health providers in accordance with the amounts budgeted in the Aid-to-Localities spending plan;- Process journal/revenue transfers for Medicaid reimbursements; - Facilitate payments to other State agencies via MOU;- Supervise refunds of appropriation for bond repayments and provider overpayment recoveries;- Provide supervisory review and audit of miscellaneous voucher payments, including Family Care payments, which must be turned around expeditiously;- Assist with establishment and implementation of payment and reconciliation procedures for mission critical special projects, e.g., implementation of Managed Care, including Home and Community Based Services (HCBS); - Assist in the development and implementation of OMH's participation in Grants Gateway; - Prepare expenditure status reports for CBFM managers, which allows for efficient tracking of cash spending and targets;- Reconcile repository account used for Medication Grant Program pharmacy reimbursements;- Maintains complete files for contracts and closeouts for internal controls testing and OSC audits; - Assists with archiving of financial records in accordance with OMH’s record retention policies;-Prepare quarterly Agency Financial Reporting Package (AFRP)- Supervise subordinate staff and ensure they are provided with the tools necessary to successfully perform tasks and enhance skills.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
