Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.55 B/C QUALIFICATIONS: Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are: One year of permanent competitive, non-competitive, or 55-b/55-c service in an office assistant, clerical, keyboarding, or paraprofessional* title allocated to Grade 11 or higher.*Only paraprofessional titles in an office environment will be considered qualifying. Service in a direct care title is NOT qualifying. Examples of NON-qualifying titles are: Developmental Disabilities Secure Care Treatment Aide 1, Direct Support Assistant, Licensed Practical Nurse, Mental Health Therapy Aide, and Security Services Assistant.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Duties Description The Program Aide duties in Building, Standards and Codes will include but are not limited to the following: • Develop, maintain, and update database programs and methods of data analysis for the Inventory control of manufacturer and installer warranty seals.• Receipt and processing of warranty seals.• Monitors and evaluates manufacturer and installer warranty seals for deficiencies and assists in correcting problems.• Monitors quarterly reporting, and warranty seal affixation enforcement to ensure compliance with applicable laws, rules, and regulations.o Develop, maintain, and update electronic report filing.• Gather, review, evaluate, and process requests for the release of financial security instruments.o Request follow-up documentation or additional information upon completion of initial review.o Forward to Office of Counsel for final action.• Initial receipt and processing of complaint/dispute resolution matters.o Including working with Office of Administrative Hearings as necessary.o Origination and inventory of complaint files (document retention, etc.)o Forward complaints to out of state State administrative Agency (SAA) where appropriate.o Forward complaints to respondents.o Coordinate with field staff on complaint handling.• Liaison with various agency program staff and other state, local, and federal agencies.• Input training records.• Input receipt and filing of warranty seals, and quarterly reports.• Compilation of data as requested for supervisors/division management.
