Job Description:

Responsibilities

The Program Research Specialist II position will be located in the Bureau of Hepatitis Health Care and Epidemiology (BHHCE). The BHHCE is responsible for programmatic and policy activities related to the hepatitis C virus (HCV); promoting and supporting HCV prevention, testing, linkage to care and treatment in priority populations; the implementation and monitoring of the NYS HCV Elimination Plan; and is responsible for hepatitis B and C surveillance and epidemiologic activities.

The Program Research Specialist II will contribute to activities to ensure the accurate and timely collection of hepatitis B and C surveillance data required to effectively monitor epidemiologic trends in impacted populations, including the HCV/HIV co-infected population. The Program Research Specialist II will conduct analyses of hepatitis B and C surveillance data quality; contribute to the production of annual reports and other data products to disseminate hepatitis B and C surveillance data to a variety of audiences; contribute to developing strategies to increase completeness and timeliness of hepatitis B and C surveillance case reports.

Specific duties include: maintain, write and run SAS programs to assess data quality, timeliness, and accuracy of case ascertainment and identify records needed technical review; utilize SAS, Excel, and Tableau to conduct data analyses to characterize hepatitis B and C surveillance and epidemiologic trends in NYS outside of NYC, create data visualizations and summaries; provide support toward the development of strategies to assist local health departments to improve data completeness and timeliness.

Minimum Qualifications

Bachelor's degree in Public Health, Epidemiology, Biostatistics/Statistics or a related field and two years of research experience in the collection and analysis of data; OR an Associate's degree in Public Health, Epidemiology, Biostatistics/Statistics or a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of such experience.

Preferred Qualifications

Work experience with communicable disease surveillance data. Experience with the Communicable Disease Electronic Surveillance System (CDESS), the Electronic Clinical Laboratory Reporting System (ECLRS) or other communicable disease electronic surveillance systems. Knowledge of laboratory result interpretation for blood-borne pathogens. Experience evaluating and improving data quality. Working knowledge of SAS and SAS SQL. Experience with creating data visualizations in Excel, Tableau and/or other software used for dashboard design.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
