Job Description
The Department of FCET/AFC Engineer at WMATA is seeking a part-time Program Manager for the AFC Maintenance and AFC Engineering groups. WMATA is the leading agency of fare collection systems partnering with nine jurisdictional transportation agencies within the Washington Metropolitan Area. This group is responsible for ongoing maintenance, monitoring and overall engineering efforts to include systems engineering, technical processes, configuration management, and technical support for Regional Partner¿s Fare Collection Systems. The ideal candidate will assist with training and development of AFC technicians, Incumbent will perform investigation and analysis of SmarTrip data, reporting of software and hardware issues, enhancement of monitoring systems for various fare collections systems.
Minimum Qualifications
Education
- Bachelor¿s degree in Business Administration, Business Management, Accounting, or related field
Experience
- A minimum of eight (8) years of progressively responsible program and/or project management experience in a large-scale organization, which includes at least four (4) years of experience working with public or private sector transportation/transit organization(s), with emphasis on capital program administration
Certification/Licensure
- N/A
Preferred
- PMP certification

Job Summary
The Capital Program Manager is responsible for planning, scheduling, managing, coordinating, and directing a broad range of capital projects and programs, linked to the organizational goals and responsibilities of the department in which it resides. The incumbent will develop, analyze, monitor, and coordinate major capital infrastructure programs as well as prepare, coordinate, and monitor the yearly fiscal capital budgets.
Essential Functions
Performs wide range of project, program, and policy development functions, including conducting data analyses, framing recommendations and options for senior management consideration, developing detailed project and program plans, leading project and program implementation efforts, and assessing impacts and results.
Prepares and develops budget forecasts, budget accrual analyses and reports and recommends fiscal adjustments as necessary in close coordination with respective organizations reporting up to the department leader (i.e. Director or above), to include, the yearly fiscal operating and capital budgets, staffing levels, organizational configurations, and management objectives, goals, and programs.
Plans, develops, coordinates, and evaluates activities, programs, policies, and procedures within the department¿s capital programs. Develops, analyzes, monitors, and evaluates the organization's programs, goals, and objectives. Participates in the development of departmental performance goals, measures, and reports.
Represents the organization on various committees, task forces, and teams on matters related to capital programs, as well as, interfaces with other organizations on issues related to capital prioritization and funding.
