MAA is currently accepting applications for the position of Manager of Field Maintenance (Program Manager III) within the Office of Grounds Maintenance at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).
Responsibilities include but are not limited to the following:
Overall management, oversight, and responsibility for the assigned functions, assets, and personnel for the Office of Grounds Maintenance, Field Maintenance section.
Establishing performance goals and measures related to all operational responsibilities and ensure they are met.
Providing direct supervision over one Assistant Manager and five supervisors in the Field Maintenance Section.
Responsible for the direct oversight of snow removal practices for movement & non movement areas, development of equipment and chemical specifications, provide direction to airfield snow teams, ensures staff are appropriately trained and certified to operate equipment.
Providing follow-up on daily assignments/tasks, conducting staff meetings/briefings, redirecting resources, providing guidance, assisting in daily decision-making, providing direction regarding mitigation efforts, interpreting policy matters and assisting in managing respective budget to fiscal year appropriation or allocated operating budget, to include approving fiscal matters.
Ensuring annual airfield inspection is compliant with Federal Aviation Administration FAR Part 139 Certification of Airports.
This position is an essential emergency position. All employees designated as emergency essential are required to be available to work during weather, operational and/or disaster emergency conditions. Furthermore, this position requires work in a 24- hour facility and you must be available to work any shift as required by the operational needs of the MAA.
This position is located at BWI Marshall Airport in Anne Arundel County, Maryland.
Qualifications
Preferred Qualifications:
Education: Bachelor's Degree from an accredited college or university.
Experience: Eight years of progressive experience in maintenance, operations, or a related field. Four years of this experience must have involved supervisory experience managing operations, enforcing regulations, and developing policies and procedures for a unit, section or department.
Notes:
Additional maintenance, operations, or related work experience may be substituted on a year-for-year basis for up to four years of the required education.

Licenses & Certifications
Employees in this Program Manager III classification are assigned duties which require the operation of motor vehicles. Employees must possess a Class C motor vehicle operator's license valid in the State of Maryland. Note: Employees must meet all Department of Budget and Management policies required for operation of State-owned vehicles to continue employment.
Maryland Aviation Administration employees assigned to the BWI Airport must obtain an MAA Airfield Operators Permit in accordance with the Code of Maryland Regulations 11.03.01.04, Control of Vehicular Traffic on the Air Operations Area, prior to permanent appointment.
Employees may be required to satisfy the employing administration's training and certification program requirements to obtain and maintain permanent status in this classification.
