Koniag Professional Services (KPS)currently has an opening for a Business Program Analyst (Government Purchase Card Manager) for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer’s (CDAO) Acquisition Office.

The successful candidate will support and execute the Government Purchase Card (GPC) program within the Chief Digital and Artificial Intelligence Office. The candidate will be responsible for overseeing the efficient and compliant use of government purchase cards across the organization. This position will play a critical role in managing procurement processes, ensuring adherence to government regulations, and optimizing purchasing practices to support operational efficiency and cost-effectiveness.

Responsibilities:

  • Develops and implements policies, procedures, and guidelines governing the issuance, usage, and reconciliation of government purchase cards in accordance with federal regulations and organizational policies.

  • Stays informed about changes in GPC regulations, policies, and procedures, and communicates updates to relevant stakeholders to ensure compliance.

  • Serves as the primary point of contact for all GPC-related inquiries and issues, providing guidance and support to cardholders and stakeholders.

  • Conducts regular audits and reviews of GPC transactions to identify discrepancies, potential fraud, or misuse, and takes appropriate corrective actions as necessary.

  • Provides training and ongoing support to GPC cardholders on proper card usage, documentation requirements, and compliance with regulatory standards.

  • Collaborates with procurement and finance teams to streamline purchasing processes and leverage GPC capabilities to maximize cost savings and efficiency.

  • Maintains accurate records of GPC transactions, approvals, and documentation, ensuring timely and accurate reconciliation of card statements.

  • Develops and implements strategies to continuously improve GPC program effectiveness, efficiency, and compliance with government regulations.

  • Prepares documentation review for various documents, including acquisition, other program documents, technical papers, and correspondence. Ensure documents are prepared in the appropriate format and are free from grammatical errors.

  • Assists other team members in other tasks and initiatives as needed to accomplish the overall mission.

Requirements:

  • 10+ years of experience

  • To be considered, must have a Current/Active DoD SECRET

  • Extensive knowledge and experience with the Government Purchase Card Program

  • Experience developing and implementing policies and procedures; and providing guidance and support to Government Purchase Card holders to ensure compliance.

  • Experience conducting audits and reviews of GPC transactions to identify discrepancies, potential fraud, or misuse, and take appropriate corrective actions as necessary.

  • Experience conducting training and providing ongoing support to GPC cardholders on proper card usage, documentation requirements, and compliance with regulatory standards.

  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities

  • Ability to uphold a strict level of discretion and confidentiality.

  • Ability to take a conceptual discussion and build a presentation to convey the message.

  • Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities.

  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.

  • Advanced MS Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills

  • Ability to work both independently and as part of a team.

  • Bachelor’s Degree in a related discipline or field

Education:

  • Bachelor’s Degree in related field.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
