Your Impact at Lowe Engineers:

We seek an experienced and motivated construction project manager to join our dynamic team at Lowe. As a construction project manager, you will be responsible for planning, coordinating and managing construction projects for various local municipal and State agency clients.

Your responsibilities will include developing and managing project budgets, creating detailed schedules and overseeing daily construction activities to ensure optimal execution of various types of municipal projects including sidewalks, multiuse paths, intersection improvements, and asphalt paving. You will conduct regular site inspections, review construction plans and specifications, identify potential risks, implement proactive measures to mitigate them and verify that all the work is performed to the highest quality standards.

Objectives of this role

  • Planning, coordinating and managing all phases of construction and paving projects, including project initiation, planning, execution, monitoring and closeout.
  • Establishing project objectives, scope and deliverables in collaboration with stakeholders and ensuring alignment with client requirements.
  • Developing and managing project schedules, budgets and resource allocations to ensure cost efficiency and timely delivery.
  • Liaising with architects, engineers, contractors and subcontractors to monitor construction progress, resolve issues and ensure compliance with specifications and quality standards.
  • Assisting with procurement processes, including bid evaluations, contract negotiations and change order reviews.
  • Oversee project budgeting and cost control and manage change orders to ensure adherence to budgetary constraints.
  • Conducting regular site inspections to assess project progress, identify risks, and ensure compliance with safety protocols and regulatory requirements.
  • Maintain effective communication with project team members and stakeholders to provide project updates, address concerns and foster strong working relationships.

Your tasks

  • Coordinate and oversee construction and paving activities, ensuring adherence to project schedules and specifications.
  • Monitor project progress, track key performance indicators (KPIs) and report on project status to stakeholders.
  • Ensure compliance with safety regulations and legal requirements, prioritizing a safe working environment for all involved.
  • Manage construction project documentation, including contracts, permits, requests for information, Davis Bacon wage surveys, record drawings and change orders.
  • Conduct regular meetings to facilitate communication, address challenges and to meet project objectives.
  • Provide regular updates and reports on project status, including milestones, budget updates, and any significant developments or risks.
  • Implement and enforce safety protocols and ensure compliance with local, State, and Federal construction codes and specifications.
  • Carry out thorough project evaluations and assessments to identify areas for improvement and implement necessary corrective measures.
  • Provide insights and input to the project team, fostering a collaborative and high-performing work environment.

Required skills and qualifications

  • A bachelor's degree in civil engineering, construction management, or a related field.
  • 5+ years of relevant experience in construction project management, with a track record of successfully delivering projects on time and within budget.
  • Strong knowledge of construction methodologies, building codes, GDOT specifications, and safety regulations in the construction context.
  • Excellent project management skills, including effective planning, organizing and prioritizing tasks.
  • Proficiency in reading and interpreting technical documents, including project construction drawings and schematics.
  • Strong leadership and communication skills to manage project teams and stakeholders.
  • Proficiency in construction management software, project scheduling tools and cost estimation software.
  • Incumbent will perform duties in a combination of outside work and an office environment. Job requires employee to perform duties at a job site; at times working alone and at times working very closely with others.
  • Position requires outside work, subject to all types of weather and temperature conditions. Incumbents may be exposed to commonly encountered chemicals, solvents, fumes, smoke, and gases found in and around construction sites and various types of surfaces, including slippery or uneven surfaces.
  • Specific vision abilities required by this job include close vision, distance vision, the use of both eyes and the ability to adjust focus.
  • Must be able to move or carry objects or materials. Must be able to exert up to 75 pounds of force occasionally and up to twenty pounds of force frequently. Physical demand requirements are at levels of those for active work.

Knowledge of the Federal, State and local regulations governing construction and required reporting requirements associated with Federal/State grants.

  • Monitors the implementation of necessary safety traffic control and erosion control measures consistent with contract documents and applicable guidelines at construction sites. Ensures public and worker safety and keeps construction disruptions to the environment and traveling public to a minimum.
  • Maintains assigned vehicle to prescribed preventive maintenance standards and submits vehicular reports in a timely manner.

Records daily work activity via written reports (via Raken) and photographs and completes necessary erosion and sediment site compliance reviews/inspections and paperwork.

  • Performs other duties as assigned and a wide degree of creativity and latitude is expected.

Preferred skills and qualifications

  • Relevant professional certification in project management or construction management, like Project Management Professional (PMP), Georgia Soil and Water Conservation Commission Level 1B (red card), etc.
  • Knowledge of risk management and budget management principles.
  • Experience in managing large-scale construction and paving projects in Georgia.
  • Knowledge of local, State, and Federal construction regulations, permits and approval processes.
  • Experience with construction contract negotiations and claims management.
  • Strong financial understanding and experience in project budgeting and cost control.
