DESCRIPTION:

This position supports the Maine Army National Guard (MEARNG) as Director of Special Military Projects. This position oversees and directs efforts relating to the acquisition, update and disposal of real property, supports master planning efforts and future military construction of the Maine National Guard.

Primary responsibilities include:

  • Coordinate with both federal and state/local government entities and organizations for military construction and master planning efforts for the Maine Army National Guard.

  • Presents efforts to town/city councils and planning boards within the state of Maine.

  • Maintaining information and managing records in a databases and local servers.

  • Drafts and updates applications and legal agreements based on the needs and priorities of the MEARNG.

  • Assist with research and review of MEARNG priorities.

  • Inventories and audit requests.

  • Deed and title research.Rating and supervision of state employees.

  • Support group planning efforts to include real property, military construction and unit stationing.

    Work is performed under limited supervision. In-state travel in a state vehicle is required. T his position is located at Camp Keyes in Augusta and is eligible for limited telework.

Skills or knowledge required:

Qualified candidates will demonstrate the following knowledge, skills and abilities:

  • Knowledge of standards and practices for management of state of Maine employees.

  • Knowledge of State of Maine organizations and entities.

  • Skills to communicate varied business and professional correspondence with other professional organizations.

  • Skills in the organization of computerized and/or manual files; database management.

  • Skills to create planning documents, reports, and future conceptual designs.

  • Ability to review and complete forms and legal agreements.

  • Ability to query for data via telephone, computer, and/or written/oral communication.

  • Ability to comply with State and Federal policies, including those concerning security protocols and information security.

Minimum qualifications:

Training, education or experience in office and administrative support work that demonstrates:

  • Competency in applying a solid knowledge of master planning principles and practices to perform complex work relating to real property, legal agreements, land acquisition and facility construction.

  • The ability to use independent decision making on the appropriate processes to follow, information to process and actions to take in accordance with standard procedures

  • The ability to manage, supervise and complete evaluation of other state employees.

  • The ability to compile, brief and present planning documents and related information to professional organizations to include state entities, military departments, and state and federal governmental personnel and organizations

  • Candidates must possess and maintain a valid drivers’ license.

  • Candidates must pass a federal security background check prior to obtaining permanent status.

Preference will be given to those applicants:

  • City/master planning.Tax map, deed and title review.

  • Database management.

  • Experience with ArcGIS and other Geographic Information System Programs.

  • Experience with digital and physical record-keeping .

  • Familiarity with construction, construction plans, and/or real estate.

  • Supervision and personnel management.
