The role of the Nurse manager is to have oversight and ensures patient care and quality standards are met and comply with federal, state, and local regulatory requirements. Supervises and ensures continuous improvement of all clinical practices, services and operations by designing and implementing systems, processes and methods to evaluate and improve patient care within the unit. Manages day-to-day activities of the unit(s); monitors quality service and utilization standards; supervises shift(s) activities and delivery of patient care. Manages the critical care unit(s) day- to- day clinical operations including practice standards, staffing, payroll, budgets, fiscal management, and quality improvement. Works with other leaders, as a team, to help ensure best in practice, and evidence-based care is provided to all critical care patients throughout the campus and system.

Essential Job Functions

• Develops and oversees department cost centers to ensure adherence to organizational mission, vision, values, strategic goals, and business strategies. Interprets and supports the mission and philosophy of Billings Clinic. Responsible for promotion of, and adherence to, the elements of Billings Clinic’s Code of Business Conduct and corporate compliance program.

• In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements short and long range plans, and leads, develops and revises programs which enhance department services.

• Develops, implements and maintains a service delivery model for the area accountability

• Develops and maintains community relationships as it relates to the continuum of care

• Participates in the development of patient care delivery models and/or care programs, nursing policies and procedures that describe how patient care needs and/or patient populations receiving nursing care are assessed, evaluated and met.

• Participates in the development and implementation of Billings Clinic’s plans for providing nursing care to patients. Participates in the implementation of an effective, ongoing program to measure, assess and improve the quality of nursing care. Monitors compliance to the plan.

• Promotes a learning environment that empowers nurses to provide safe, reliable, patient-centered nursing care that is effective, compassionate and efficient.

• Maintains appropriate skill/knowledge of application and patient relevance of commonly used equipment specific to area; pharmacological application; application of laboratory values with disease process or physiological status.

• Leads department in the overall marketing, program development, and service priorities. Coordinates with nursing leaders in pursing service line/organizational goals and synergy in implementing plans and problem resolution.

• Markets and promotes programs and services to both internal and external healthcare providers and community members.

• Supports community education and awareness by conducting public education programs, participation in health fairs and other events.

• Promotes the value of health care provided by the organization by creating effective public relations programs to differentiate and promote the services provided

• Develops, implements, and maintains a realistic, cost-effective annual budget.

• Manages donated funds, grants and contracts appropriately

• Enhances operational effectiveness, emphasizing cost containment and enhancing patient access without compromising quality of care or patient safety

• Monitors periodic financial statements by measuring the relevant business activity and financial position of the assigned areas and the organization to ensure appropriate financial management

• Develops and presents financial analyses by employing a variety of techniques (modeling, forecasting, benchmarking, cost/benefit analysis, etc.) to enhance understanding and improve decision making

• Establishes a system of controls by designing and enforcing checks and balances to minimize the risk of financial loss

• Practices process improvement principles to assess and improve the quality of the service/care provided within the department. Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance and ensures compliance of nursing department and staff.

• Adheres to patient safety standards and identifies and anticipates problems and safety issues and initiates appropriate action.

• Champions and shares the practice implications of nursing research and evidence based practice.

• Leads assigned areas in compliance with all legal, regulatory and/or accreditation standards or guidelines and ensure quality of care standards are adhered to.

• Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic. Recommends, implements, and evaluates plans and systems that assure sufficient number of qualified and competent staff to provide care/services. Adheres to administrative policies and procedures relating to human resource management.

• Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic’s goals and responsibility to achieve quality outcomes. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice.

• Participates in the evaluation, selection and integration of health care technology and information management systems that support quality of care/financial needs and the efficient use of resources.

• Oversees on going information needs for the assigned areas by querying involved users and evaluating the information systems capabilities to enhance quality of care and support financial needs

• Directs effective implementation plans, information systems maintenance, and provides access to training resources to continually improve performance

• Participates in the development of effective communication linkages through telecommunication and/or internet based technologies to ensure service and operational coordination

• Oversees designing, implementing, evaluating and revising academic and continuing education programs offered at Billings Clinic for nurses

• Integrates learning resources into programs that address identified learning needs.

• Creates processes that support seamless transitions to practice and between practice settings.

• Evaluates diverse learning environments and their suitability to the organization and target audiences.

• Assures for effective onboarding and general nursing orientation for all nursing and ancillary clinical staff.

• Leads nursing departments to employ effective positive learning and practice environment strategies.

• Oversees and assures compliance of Approved Provider status with ANCC.

• Assures for the coordination of clinical nursing student experiences with multiple educational institutions

• Collaborates with Human Resources staff to assure for electronic application process for each student.

• Coordinates with nursing managers and nursing school faculty for student placements.

• Oversees the onboarding process for all students each semester to include EMR and Safety requirement education.

• Coordinates with Legal department to facilitate contracts for new nursing educational organizations requesting to utilize Billings Clinic as a site for clinical.

• Leads nursing departments to employ effective positive learning and practice environment strategies.

• Oversees and assures compliance of Approved Provider status with ANCC.

• Performs other duties as assigned or needed to meet the needs of the department/organization

Minimum Qualifications

Education

• Required - 4 Year / Bachelors Degree (BSN)

Experience

• 5 years of clinical experience in a nursing specialty area

Certifications and Licenses

• Current Montana state license as a registered nurse, or compact nursing license with ability to obtain a MT RN license within 90 days of hire date

• ACLS certification preferred or ability to successfully complete ACLS training within two years of hire

• Current Montana driver’s license and the ability to be insured to operate Billings Clinic vehicles

• Experience in a Magnet facility preferred.

• Demonstrated management/leadership and program management skills

• Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered
