Defense Security Service Financial Management Analyst in Boyers, Pennsylvania

Summary The primary purpose of this position is to serve as a finance management specialist responsible for developing, implementing, and controlling financial aspects of Field Contracts. In addition, the position advises and provides recommendations to Field Contracts and DCSA senior leadership, as directed, on broad financial matters regarding DCSA strategic objectives, and DOD-level policy as it pertains to the Fieldwork Services Contract. Responsibilities As a Financial Management Analyst you will be responsible for the following duties: Develop long-term workload and financial management strategic plans for investigations services provided by DCSA to ensure the long-term health of the business and ensuring that they are in sync with DCSA's strategic plan. Track and report on DCSA's budget execution. Analyzing reports based on budget plans compared to actual execution of funding, analyzing the report, and bringing issues/recommendations to the attention of senior leadership. Reviewing open obligations and working with the DCSA program offices to determine if the funding requires adjustment. Work with DCSA program offices to create specific spend plans based on needs and resources and lead meetings to brief program offices on financial status and gather information for use in further analysis. Coordinate with OCFO and CPO on Field Contracts ordering and billing trends, FIN rate impacts, vendor pricing, budgeting strategies, and financial projections. Use research and data collection methods and statistical/trend analysis to integrate historical and subjective feedback to develop forecasting models and evaluate criteria to assess Field Contracts finance. Regularly communicating these forecasts to leadership and vendors as necessary. Local Commuting Area (LCA) Definition: Boyers, PA All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Researching and data collection methods and statistical/trend analysis to integrate historical and subjective feedback to develop forecasting models and evaluate criteria to assess Field Contracts finances. Conducting analysis on complex financial data to project, request and track appropriate and sufficient contract funding. Creating cost analysis models to forecast expenditures and spend run rates. Specifically you will be evaluated on the following competencies: 1. Performance Management: Apply performance management concepts, principles, practices, and regulations, regarding planning, monitoring, advising on the rating and rewarding of employee performance. 2. Communication: Convey message in a clear and concise manner. 3. Program Goal and Objective: Monitor progress toward achieving a milestone. 4.Qualitative and Quantitative Methods: Use of numerical and non-numerical data. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
