Summary You will serve as a PRODUCTION CONTROLLER (SHIPS) BUSINESS AGENT in the Ocean Engineering Department Waterfront Business Office of PSNS and IMF. This announcement is for an Upward Mobility Program position. This position is open to current PSNS & IMF (UIC 4523A) employees serving under a competitive appointment, or on a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., Veterans Recruitment Appointment (VRA) and Schedule A). Responsibilities You will monitor Customer Order Acceptance (COAR) expenditures through final billing. You will monitor assigned projects financial performance at the customer level and take appropriate actions to maintain solvency. You will evaluate work requests to establish scope of work and appropriateness and availability of funding. You will authorize and issue encumbered funds. You will perform work package analysis and competitive comparisons. You will review correspondence, directives, specifications, and other documents related to specification changes to determine appropriate planning actions and determine steps to satisfy agreements. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-08 with a full performance level of GS-12. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires employees that are performing satisfactorily, complete all training requirements, acquire the requisite qualifications, and have met time-in-grade eligibility for career ladder promotions. Qualifications for the GS-08: This recruitment is open to applicants with GS-07 or WG-09 (or higher) equivalent experience demonstrating the ability to apply production control principles, techniques, and methodology to assist with the planning and coordination of production operations of ship repair or overhaul projects.
