The Junior Foreign Military Sales Analyst will support Program Executive Office, Unmanned Aviation & Strike Weapons (PEO(U&W)), providing program management, technical, and business analysis for various FMS programs related to weapon systems acquisition and life cycle management.

ESSENTIAL FUNCTIONS:

The Junior Foreign Military Sales Analyst will be responsible for:

  • Supporting the Case Manager/Program Managers/Team Lead in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, Security Assistance Management Manual (SAMM), International Traffic in Arms Regulation (ITAR), and applicable DoD Acquisition policy guidance.

  • Providing support for foreign customers, including cost, economic, and business analyses of applicable programs.

  • Assisting in the development of Pricing and Availability (P&A) data, Letters of Offer and Acceptance (LOAs), amendments, and modifications in the Defense Security Assistance Management System (DSAMS).

  • Coordinating and participating in program definition meetings, site surveys, management planning meetings, Status Review Meetings (SRMs), and Program Management Reviews (PMRs).

  • Ensuring compliance with all current policies, business principles, and legislation applicable to US Security Cooperation and Security Assistance Programs.

  • Assisting with the development, execution, and assessment of international agreements, co-production agreements, and associated documentation.

  • Analyzing and reporting on financial and project status to FMS case managers, Navy International Program Office (Navy IPO), and other relevant stakeholders.

  • Preparing technical reports, presentations, and briefings using Microsoft Office and Adobe Acrobat software.

  • Supporting the planning and execution of periodic International Missile Sustainment Working Groups (IMSWGs) and other FMS-related meetings.

  • Providing extensive administrative support to ensure timely and accurate completion of correspondence, reports, presentations, and associated documentation.

  • Performing additional duties as assigned

    REQUIRED QUALIFICATIONS:

  • Bachelor's degree with at least 1 year of experience in FMS efforts supporting major weapon systems and components development.

  • ALLOWABLE SUBSTITUTIONS:

  • Associate’s Degree plus two (2) years additional work experience (for a total of 3 years) performing duties described in the functional description.

  • Four (4) years additional work experience (for a total of 5 years) performing duties described in the functional description.

  • Strong analytical and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

    DESIRED QUALIFICATIONS:

  • Experience in FMS program/project status and schedules.

  • Demonstrated knowledge of the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), and Security Assistance Management Manual (SAMM, DOD 5105.38-M).

  • Experience processing program acquisition, funding, and contract documentation for military programs.

  • Familiarity with the Defense Security Assistance Management System (DSAMS) and other related tools.

  • Knowledge of DoD Acquisition policy guidance and the International Traffic in Arms Regulation (ITAR).
