Summary:

The Loss Control Specialist will report directly to Loss Control Central Manager and will be part of Loss Control & Quality Assurance (LC&QA) Team under the Commercial organization. The Loss Control Specialist will support the refineries assigned, as well as nearby systems that affect inventory control, by providing loss control services, develop and/or lead small improvement projects, and implement company policy and industry standards to minimize the risks in LC&QA areas. This position requires strong technical expertise as well as interpersonal, communication, Excel and data analytic/interpretation skills.

This position is part of a job family with multiple grade levels. The successful candidate will be placed at a level commensurate with experience and qualifications.

Job Responsibilities:

  • Performs in-person and/or data analytic oversight of internal and third party measurement systems (e.g., meter, tank, mass and marine) to and/or from MPC.

  • Performs volume confirmations using analytical methods to examine transactional ticket data for errors resulting from inspection reports and calculations.

  • Gathers data, documents, and/or prepares savings report and updates dashboard/KPIs.

  • Performs investigations and audits to ensure procedural compliance relative to loss control and measurement standards.

  • Negotiates and escalates volume discrepancy and moves to formal claims if needed.

  • Takes part in optimization and improvement projects/programs e.g., capital projects, inspection performance management, contract review, refinery mass balance, best practice creation, Commercial and Operations support as needed.

  • Evaluates risks, investigates, and identifies Loss Control issues and improvement opportunities at a local level. Works collaboratively with stakeholders to develop, implement innovative solutions, and action plan to improve Loss Control performance and ensure company conformance with applicable industry, regulatory and business partners requirements and expectations. Directs related reports and recommendations to appropriate personnel. Tracks progression of open action steps to closure.

  • Collaborates with internal departments e.g., Accounting, Commercial, Marine, Refinery, and other control groups as well as external parties in researching and resolving discrepancies or problems with commodity purchases and deliveries to/from MPC. Fosters loss control awareness within the assigned business unit(s) by generating and maintaining performance measures reports and opportunity list for the business unit(s) and maintaining good relationship with stakeholders.

  • Maintains functional knowledge within job e.g., MPC Loss Control SOP, hydrocarbon measurement, metering, tank gauging, vessel measurement & inspection, interpret/analyst data, reconcile system balance, MPC operation applicable to Loss Control (e.g., Marine, Pipeline and/or Refinery), software and tools. Monitors and stays up to date with industry, federal, state, or local resources to ensure the MPC practices align with regulatory requirements, stakeholder expectations, and technological advancements. Maintains key industry relationships and represents the Company in industry organizations.

    Minimum Qualifications:

  • Bachelor’s degree with 2 years of related experience required OR high school diploma with 5 years of related experience in lieu.

  • Up to 30% travel is required (2 to 3 days at a time) but may fluctuate at times to effectively fulfill the responsibilities of the position.

  • A valid driver's license is required.

  • A valid (or ability to acquired) a TWIC card and other certification required for job functions.

  • Working knowledge of Oil & Gas operations and data analytics.

    Preferred Qualifications:

  • Associate degree or higher education in related field (e.g., business, technical, accounting, or marine) is preferred.

  • Measurement and/or I&E Technician training and experience preferred and/or associate degree in engineering, sciences, business, computer, accounting, or relevant degree from an accredited institution.

  • Has a wide variety of experiences related to this role e.g., accounting, refinery/terminal over/short, lab methods/industry standards, auditing, marine operations, and truck gathering.
