Nuclear Regulatory Commission IT Program Manager (Training Systems) in Chattanooga, Tennessee

Summary This position is located in the Office of the Chief Human Capital Officer (OCHCO), Associate Directorate for Human Resources Training and Development (HRTD). The supervisor is Steve Cochrum. This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements Responsibilities The successful candidate will serve as IT Program Manager and technical authority for the Technical Training Centers (TTC) information technology (IT) infrastructure. The program manager leads, coordinates, communicates, integrates and is accountable for the overall success of the TTC IT program, ensuring alignment with critical agency training priorities. Work includes managing one or more major multi-year IT initiatives of such magnitude that they must be carried out through multiple related agency-wide IT projects. Analyzes, researches, implements, and maintains the operation of the TTC IT systems to ensure training and development activities within the agency meet professional, clerical, information technology, supervisory, and management needs. Assesses the implications of changes in agency goals and strategies, management systems, organizational structure, and applicable laws and regulations as they relate to the operation of the TTC's training and IT systems. Serves as Information System Security Officer (ISSO) for TTC's authorized IT systems and insures continuance of authorization Such duties include but are not limited to: Manages the TTC training systems IT programs for use throughout the NRC. Provides expert advice to the Deputy Director, TTC and other NRC managers and staff members on the implementation and operation of the agency training and TTC IT systems. Develops and promulgates policy for TTC training systems IT operation and develops and maintains written procedures, protocols, and job aids for operating systems and for assigning varying levels of user access. Assesses the implications of changes in missions, management systems, organizational structure, and applicable laws and regulations on requirements related to the operation of TTC training IT systems. Evaluates current information, reviews recommendations regarding updates to various training systems, and updates them as appropriate. Participates in the preparation of and making recommendations for changes, revisions, improvements, etc. to the TTC training budget, based upon evaluation of training system needs. Develops, implements, evaluates, and recommends processes and procedures for IT security oversight of TTC IT systems. Monitors the effectiveness, efficiency, and productivity of IT security. Ensures TTC IT systems compliance with the Federal Information Security Management Act of 2002 (FISMA) by applying necessary controls and maintaining required documentation. Leads and manages a variety of complex IT projects involving numerous interagency agreements, procurements, and contracts with external organizations and corporations for the design, development, implementation, administration, and maintenance of systems or programs. Directs and authorizes the contractual obligations of the program contracts. Coordinates contractual actions with the Division of Contracts for all commercial contracts and interacts directly with other federal agencies for services obtained via interagency agreements. Completes the necessary training and obtains and maintains certification as an NRC Contracting Officer's Representative (COR). Provides expert IT advice to contracting professionals for major IT system procurements resulting in the ability of the agency to obtain high-performing resources. Effectively coordinates with TTC staff and training course managers to ensure consistent system operation, documentation, and data quality. Provides IT expertise and collaboration with training and educational professionals in their development of training for employees in all roles related to training systems and ensures that any required automation system training is completed before allowing individuals to have access. Prepares needs analyses and recommends strategies, plans, and programs to revise and update TTC training IT systems. Integrates training development with analyses of organizational needs to produce sound training and IT programs and improve overall NRC performance. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: Demonstrated knowledge and understanding of the Federal IT security laws, regulations, standards, and guidelines to ensure compliance with IT security requirements such the Federal Information Security Management Act of 2002, Authority to Operate, and Network Management. Demonstrated ability to manage complex IT projects over an extended periods of time describing the steps used when defining and managing a new project. Demonstrated understanding of problem-solving IT issue such as wireless connectivity, power outages, software updates, cyber security requirements, and device failures. Should have experience troubleshooting and knowledge of how to use for backups and ready-spares, use of UPS’s, production and development environments, and a strategy for balancing operational requirements with cyber security requirements. This would be supported by providing any real-world examples of projects led and any challenges faced. Demonstrated ability to manage large complex contracts to include communication with stakeholders on contractor performance, steps to track, evaluate, and maintain quality of contractor work. Demonstrated understanding of web applications and experience developing and maintaining web applications. Demonstrated ability to effectively communicate, both orally and in writing, and to coordinate and manage relationships with skill sufficient to coordinate the efforts of a significantly diverse stakeholder group. Describe specific experience and accomplishments which demonstrate the ability to communicate orally and in writing with colleagues, supervisors, executives and external entities, and handle challenges and sometimes controversial problems collegially. Describe the purpose of the communications and levels of individuals for the interactions. Provide examples of written communications or presentations that were developed with description of the audience, the complexity, and the topics. Describe specific experience where communication is used to manage relationships, influence decisions, negotiate, or resolve difficult situations. SPECIALIZED EXPERIENCE is defined as experience that demonstrates extensive skills and knowledge of the principles and practices of information technology (IT) administration and IT project management (ITPM). Examples of specialized experience include (but are not limited to): Experience in the analysis, design, development, implementation, and maintenance of local area networks, modern classroom architecture, and extended reality systems; experience with ITPM in order to provide expert advice and guidance to management and customers in the best practices and policies associated with IT modernization projects; extensive experience evaluating technical and administrative issues related to training programs and systems in order to improve or upgrade functionality, resolve issues, and analyze data to create related reports and briefings. Education Additional Information The duty location of this position is Chattanooga, Tennessee. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
