Description of Job
The Office of the Executive Director exists to plan, organize, direct, control, and staff all operations of the Colorado Department of Corrections to include oversight of 30,000 offenders incarcerated in 19 state facilities, 2 private facilities and under Adult Parole supervision in the community and in community corrections centers while remaining in compliance with an annual budget.
The Deputy Executive Director position will provide visionary and practical leadership, build trust, and facilitate open communication, such that the Colorado Department of Corrections delivers credible and sustainable public service and safety while maintaining the highest level of quality, ensuring responsive, efficient, and effective services.
This position reports to the Executive Director and serves as a pivotal member of the executive team.
Major responsibilities of this position include, but are not limited to:
Organization Leadership
Oversee the overall functioning of Prison Operations, Adult Parole and Clinical and Correctional Services;
Ensure consistency in operations and decision-making across the agency;
Utilize a systematic method of examining the organization's technology, processes, structure and operations in order to develop action strategies to improve the way the organization achieves the mission and goals that have been established through strategic planning processes;
Serve as the department's executive leader providing oversight of process improvement programs with a focus on policies, and priorities to ensure outstanding customer oriented services;
Manage and implement changes based on offender population, research and trends.
Strategic Leadership
Work closely with the executive director and other senior staff members to ensure organizational development to include implementing business plans that guides the organization's efforts and ensures the fulfillment of the CDOC's mission, values, goals, performance plan and strategic plans;
Collaborate with internal and external constituents to develop strategic organizational direction and structure;
Create strategic goals that will continue to focus on providing resources necessary to help incarcerated individuals make positive changes, by establishing programs and opportunities for offender success;
Provide analytical expertise in strategic planning, performance management, operational effectiveness and progressive evaluation of measurements.
Operations
Develop and implement performance-based outcome measures;
Implement changes to improve the quality of correctional measures while ensuring continuous Quality Management of correctional operations;
Responsible for major department incentives and policy direction changes which will have agency wide programmatic affect;
Ensure the executive director is appraised, briefed and provided appropriate reports and data;
Testify as required before legislative committees and ensures staff identified to testify before legislative committees as experts in current correctional and agency trends and issues are prepared with up-to-date relevant data, research and information;
Participate in negotiations, contracts and agreements with other agencies and entities on behalf of the CDOC;
Responsible for inspiring perceptive discernment, courtesy, and understanding of the public, staff, and offenders with professional respect and dignity through all interactions.
Supervision and Leadership.
Provide supervision and leadership to senior leadership and executive staff that are direct reports;
Responsible for providing Performance Management Program to include coaching and mentoring professional level staff;
Develop and implement policies, procedures and regulations, and establish progressive goals and objectives; provide management and direction to professional level staff;
Focus on supporting and advancing Equity, Diversity, and Inclusion (EDI) initiatives;
Identify, train, and develop a talented team of leaders who can lead critical departments and manage strategic business functions.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
EDUCATION : Graduation from an accredited college or university with a bachelor's degree in Management, Business, Criminal Justice, Psychology, Sociology or related field. (Unofficial college transcripts must be uploaded with this application to be considered. Transcripts must include your name, college name, degree and date conferred in order to receive credit).
AND -
EXPERIENCE:Six (6) years of progressively responsible professional management work experience in a large, multiple level, corrections or law enforcement organization, which would include at least 2 years of experience at the level of deputy director or director. This experience must have included all of the following:
Managing through subordinate supervisors;
Establishing organization structure;
Developing strategic work plans;
Budget development and control;
Setting goals and objectives to achieve program results.
This experience must be detailed within the work experience section of your application. Resumes will not be accepted "in lieu" of detailed work experience.
Substitution for Education Only: Experience which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
Professional work experience is defined as work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
Possess the physical ability to successfully complete Defensive Tactics;
Lift arms above head and kick as high as own waist;
Stabilize another person to accomplish a controlled take down;
Use arms, palms of hands, shins, and feet to deliver blows;
Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
Swing a baton in a striking technique;
Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
Get down on one or both knees and up again with multiple repetitions;
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
Willing and able to travel;
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
TB (tuberculosis) screening is required of all new employees upon hire.
Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.
