Purpose :

The Global Policy Manager is responsible for developing new policy or revising existing policies for the full range of human resources areas in the center across the globe, as well as the management of related projects in line with center’s priorities and strategic HR Plan. The incumbent is responsible for liaising and supporting members of the HR team through the implementation of new/revised policies and to oversee the application of these policies. The officer works in very close collaboration with all areas of organization to revise and develop integrated HR policies. Role is also responsible to deliver timely and accurate annual reports on official languages and multiculturalism. The role will also provide leadership to regional People Operations team in line to organizational requirement.

Scope :

  • This role works collaboratively with Global Business Services and Human Resources in a matrixed environment.

  • Works in partnership with the senior management team for implementation of programs and monitoring effectiveness across multiple geographies.

  • Scope and complexity of programs will vary, typically defining and implementing global programs.

  • Recognized as an expert within the organization, both within and beyond own function and contributes to the development of strategy.

  • Anticipate internal and/or external business challenges / regulatory issues.

  • Includes accountability of global service delivery

Main Responsibilities:

  • Review existing HR Policies and Instructions globally, identify necessary changes, and recommend abolition of obsolete documents.

  • Develop systematic feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taken into account evolving organizational goals and needs.

  • Undertake research on best practice in HR management with a focus on employee experience, including exploring practices globally.

  • Ensure HR policy design and development, related amendments to the staff regulations and the staff rules and other administrative issuances in consultation with the relevant organizational units and the organizations’ strategies and programs.

  • Provide advice on application, and where necessary interpretation, of Staff Regulations and Rules and related HR policies and procedures, considering past practice and precedents and, if necessary, case law. Promote consistent application of HR policies throughout the Organization. Maintain a log of waivers and precedents.

  • Provide advice on organizational design, classification, and change management processes.

  • Keep abreast of topics relating to inter agency HR policy development, coordination, and harmonization, and analyze impact. Coordinate responses to inter-agency queries on HR policies and procedures.

  • Manage regional delivery of end-to-end assigned scope of services in People Operations. Scope and complexity of programs will vary, typically defining and implementing global programs (Service areas broadly categorized but not limited to Employee Lifecycle Services, Benefits Services, Works Council Services, Payroll Services, Regulatory & Internal Compliance Services, Country Services, Total Rewards, Talent Acquisition etc.)

Education Requirements:

  • University degree in human resources management, Public Administration, Law, or a related discipline (10+ years)

Skills, Knowledge, and Abilities:

  • Experience in large scale global people services transformation programs

  • Experience in Human Resources or Services/Global Business Services ways of working including ability to manage service delivery effectiveness.

  • Excellent communication skills with a strong ability to persuade and influence senior stakeholders.

  • A strong understanding of HR employment law and operations

  • An exceptional standard of written English, with experience of writing comprehensive human resource policies to a high standard.

  • Experience in project management, including positive collaboration with multiple departments.
