Job Summary

The Emergency Management and Response Specialist is an individual contributor with responsibility for supporting Battelle’s overall emergency preparedness program. This individual reports to the Director, Environment, Safety and Health and works directly with the Emergency Management and Response Program Manager.

The Emergency Management and Response Specialist ensures the organization is able to respond and recover from wide variety of potential events which could affect staff safety or business operations in a professional, ethical manner and in compliance with applicable regulatory requirements.

The position has authority and responsibility to order the cessation of activities if an imminent danger exists that could result in death or serious bodily injury or harm.

Responsibilities

  • Collaborates in the development, implementation, administration of emergency management policies and procedures which are designed to meet regulatory compliance obligations, client expectations and industry best practices.

  • Conducts regular reviews of status, capabilities, vulnerabilities, and risks to Battelle operations, including regional and client locations.

  • Identifies and implements improvement opportunities to mitigate and/or manage risks associated with Battelle’s Emergency Management and Response capabilities.

  • Collaborates with the Emergency Management and Response Program Manager to develop and update select emergency plans and create memoranda of understanding with public safety organizations.

  • Fosters and advances relationships and common objectives with federal, state, local, public, and private counterparts.

  • Builds and maintains an integrated emergency response alliance with internal and external stakeholders.

  • Develops, updates, and maintains emergency management program information resources, including the departmental website, training modules, and program documentation.

  • Plans, develops and facilitates cross-functional exercises that evaluate organizational readiness. These exercises vary in scale and scope from tabletop discussions to full-scale responses and follow through to After Action Reviews and action item tracking/closeout.

  • Develop and conduct routine updates of business continuity plans, policies, and procedures.

  • Provide subject matter technical support to Battelle’s Emergency Operations Center (EOC) during crisis events and exercises.

  • Supports the Safety, Health and Emergency Response department and Hazardous Waste Operations group in the event of the hazardous materials release using advance hazard assessment tools and personal protective equipment.

Key Qualifications

  • Bachelor’s degree in a related field; minimum 5 years of experience in emergency preparedness/response, crisis management, risk management, continuity of operations, or an equivalent combination of education and or experience in a related field.

  • Must have a basic understanding of federal, state, and local regulations related to Emergency Management.

  • Strong work ethic and Excellent writing, speaking, presentation, and interpersonal skills.

  • Domestic travel may be required (approximately 10%).

  • Skill in promoting multidisciplinary collaboration

  • Demonstrated ability to work autonomously with minimal guidance.

  • Regular 24/7 on-call availability

Preferred Qualifications

  • Professional certification such Certified Emergency Manager (CEM)

  • FEMA IS-100 Incident Command System (ICS)

  • FEMA IS0 230 Fundamentals of Emergency Management

  • FEMA/DHS – HSEEP Homeland Security Exercise and Evaluation Program
