U.S. Army Corps of Engineers MANAGEMENT AND PROGRAM ANALYST (PROJECT CONTROLS) in Concord, Massachusetts

Summary About the Position: Serves as the New England District (NAE) Project Controls Officer (PCO) for project management, control, and coordination, of the District's Civil Works, Environmental, Interagency, International, Operations, Regulatory, and Military projects, and programs. Responsibilities Provide management and manpower advice for technical element directors and administrative staff. Manage the coordination of the planning, scope, development, implementation, direction, estimating, budgeting, change management and risk assessment for the District. Works with the technical division chiefs, project managers and other key officials to ensure technical accuracy relative to cost estimates, schedules, economics, and environmental data. Provides centralized project management services for the District. Ensure the integrity and completeness of all data captured through project management tools. Maintains constant liaison with counterparts at higher levels. Provide expert-level overall application of the project scheduling system, ensuring projects coordination and compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) Providing expert-level application and guidance on an automated information system, such as the USACE P2 Automated Information Program for project coordination; 2) Tracking resource usage trends to ensure project efficiency; and; 3) Evaluating historical financial data to forecast and validate project funding estimates. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Oral Communication Technology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
