City of Cumberland Superintendent of Sewer and Flood Control in Cumberland, Maryland

GENERAL DEFINITION OF WORK

Performs responsible supervisory and administrative work in directing the operations of the Sewer Department and Flood Control. Under general supervision, responsible for the routine maintenance and upkeep of all City sanitary and storm sewer systems and flood control maintenance.

ESSENTIAL TASKS

  • Directs the development and maintenance of structures and facilities of the sewer department.
  • Plans and coordinates all installations, maintenance and repairs of sanitary and storm sewers.
  • Supervises and administers work in the operation of the Flood Project Maintenance Department.
  • Supervises the operations, maintenance and servicing of several pumping stations.
  • Designs and prepares specifications for contract and construction work.
  • Prepares layouts, drawings and computes quantity of materials required for completing construction work.
  • Prepares and maintains management planning reports and other documentation.
  • Responsible for maintaining adequate staff and equipment.
  • Inspects work of utility companies and contractors effecting the City's sew system.
  • Trains staff on safety information and training of wastewater collection system operation.
  • Responds to emergency requests during off-hours (evenings/weekends).
  • Dispatches crews and investigates problem.
  • Estimates cost of material and labor required to maintain sewer systems. Also determines cost of
  • flood control maintenance.
  • Develops and administers annual budget.
  • Oversees the maintenance of existing equipment and tools.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of public works construction and procedures. Knowledge of wastewater systems collection and maintenance. Knowledge of sanitary and storm sewer engineering. Knowledge of the Army Corps of Engineers practices, procedures, methods and techniques used in the repair, maintenance, installation, and construction of utility projects. Skill in supervising work crews.

SUPERINDENENT OF SEWER AND FLOOD CONTROL

Skill in troubleshooting sewer problems.Skill in the use of computer hardware and applicable computer software. Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. Ability to delegate authority and responsibility to subordinate supervisory personnel.

EDUCATION AND EXPERIENCE

  • High School Diploma or GED.
  • 10 years of public works construction and maintenance experience.
  • Must have and maintain a valid State of Maryland Collection System II Certification.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.

SPECIAL REQUIREMENTS

  • Possession of a valid Driver's License.
