Description of Job

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

About the department:

The Early Learning Access and Quality unit has staff dedicated to managing and distributing quality grant funds related to state and federal initiatives. The unit administers the following programs: The School Readiness Quality Improvement Program, Infant and Toddler Quality and Availability program, Colorado Child Care Assistance Program (CCCAP) Quality funding, and Child Care Development Fund (CCDF) quality programming. This includes the Colorado Shines Quality Rating and Improvement System (QRIS) quality grants, Child Care Resource and Referral (CCR&R), and Early Childhood Councils (ECC). In addition, the unit manages federal and state stimulus programs: The Emerging and Expanding grant, Child Care Sustainability grants, Child Care Innovation Grants, and the Employer Based Child Care grant. These initiatives aim to support early childhood programs with continuous quality improvement and sustainability, including coaching, technical assistance, professional development, educational materials, and improvement grants as supported through the Early Childhood Councils. This unit works with state-level stakeholders such as Early Childhood Councils and Child Care Resource and Referral to implement strategies that support early education programs at the community level and is responsible for completing statutory, regulatory, and reporting requirements and serves as the point for information about quality initiatives

What you’ll be doing:

The Access and Quality unit manages the Colorado Shines and Emerging and Expanding grant spending and tracking within the Colorado Shines Quality Improvement Module, which is part of the Quality Rating and Improvement System within the Salesforce system. This position will support and administer the implementation of the Colorado Shines Quality Improvement module as a support for training, vendor management, reporting, help desk, data collection, and communication. As part of the CSQI Module, providers have access to an approved vendor pool that may offer discounts on goods or free shipping, among other benefits. To be listed, vendors must go through an approval process and sign an MOU agreement with the State of Colorado. This position will administer and support this process.

Duties include but are not limited to:

  • Complete Instructional guides and video scripts for training and support to users of the Colorado Shines Quality Improvement (CSQI) Module hosted in Salesforce

  • Manage the Colorado Shines Help Desk, ensuring proper distribution of calls, logging of call data, follow up with Systems Admin on bugs and reporting on recurring challenges to help prioritize future system enhancements.

  • Reporting on updates and gathering information from users via the State TA Day calls or user task groups as needed.

  • Maintain User information (QI Navigators, Grant Leads, etc)

  • Work with Systems Admin on report creation for users as needed and reporting for spending record reporting

  • Oversee the management of MOUs within the OnBase system.

  • Facilitate communications and outreach efforts with vendors.

  • Coordinate the onboarding process for new vendors.

  • Develop and implement processes and protocols for vendors to follow.

  • Build Collaborative relationships with stakeholders to support ongoing dialog for programmatic and analytical purposes.

  • Provide ongoing technical assistance and updates.

  • Serve as the primary point of contact for systems support, system navigation, and new employee training.

  • Support funding stream management within the CSQI Module.

  • Support review of CSQI grant applications.

  • Support contract management, to include invoice approvals, amendments, and renewals as needed.

MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant experience in an occupational field related to programmatic and technical support, customer service, human or social services or early childhood programs.

Education and Experience Requirements:

Bachelor's degree from an accredited institution in a field of study related to Human Services, Early Childhood Education, Business Administration or or a closely related field.

And,

Two years of professional experience in an occupational field related to programmatic and technical support, customer service, human or social services or early childhood programs.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
