Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Medical Center, in the Health Administration Service (HAS). The primary purpose is to serve as Chief providing overall management and leadership of the service. Serves as the Chief of Health Administration Services (HAS) and reports directly to the Associate Director. Responsibilities The Chief, HAS, formulates and issues policies, through the Director, relating to the broad areas of health administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which actions are taken to minimize the possibility of unauthorized action or favorable criticism and facilities decisions to promote consistency of interpretations and application across organizational lines. Participates with other professional administrative services in serving as a member of numerous management committees. Formulates and issues policies, through the Medical Center Director (MCD), relating to the broad area of health administration. This provides a basis for sound administrative practices, defines responsibilities for carrying out specific functions, provides recognized authority consistent with applicable laws under which actions are taken to minimize the possibility of unauthorized action or unfavorable criticism and facilities decision to promote consistency of interpretations and application across organizational lines. Ensures Veteran's laws relating to the determination of eligibility for hospitalization and related services and benefits are applied appropriately. Design and implement internal and external customer service studies to analyze/evaluate study results and data to identify opportunities and gaps, engage in process improvement activities, and/or track goal/objective progress. Provide high-level coordination to ensure HAS staff adhere to VHA policies, procedures, directives, and practices and other federal, state, and local laws related to scheduling, clinic management, Beneficiary Travel/Veterans Transpiration and evaluation of staff training/education plans, auditing tools/processes, data collection tools, and work/assignment administrative clinic management resources for the facility to include development, allocation/assignment, and management of personnel (Medical Support Assistants/Schedulers and Administrator on Duty), kiosks, data collection tools/reports, and clinic setup. Designs and implements studies such as gap analysis, population modeling, service demand, needs assessment, Strength/Weakness/Opportunity/Challenges (SWOC), make/buy analysis, and other studies to analyze results/data to develop both short and long-range strategic direction/plan and annual business plan to the MCD to inform decisions in staffing levels/distribution, space, equipment, contract, budget/spend plan, education/training plan, and tactical objectives. Analyzes and evaluates studies conducted by subordinates, performance metrics/measures, and other data/information sources to identify opportunities for improvement and engage in process improvement work such as Value Stream Analysis (VSA), Rapid Improvement Events (RIE), 90-day projects and other process improvement activities in support of the facility's strategic plan's objectives and goal. Conducts region-wide studies and evaluations of social programs administered by different organizations within the agency. The work involves isolating, identifying, and recommending solutions to critical problems affecting the administration of important national social programs and the attainment of agency program goals and objectives. Responsibilities require the application of knowledge of national VHA healthcare programs meeting inpatient and outpatient missions at a highly complex, affiliated tertiary care Medical Center with multiple sites and satellite outpatient clinics distributed across a wide geographic area. Identifies trends, accomplishments and/or deficiencies elated to the program to devise solutions or propose alternate courses of action. Performs other related duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Instrumental and key in the development of resource sharing agreements with other federal agencies to include the Department of Defense and other VA Medical Centers; Providing managerial services and technical counsel to senior management officials and clinical program managers; Responsible for the overall management and administration of manpower and other resources utilized in improving the public image of VA and in the maintenance of effective relations with local and regional stakeholders and interested organizations relative to medical administrative issues and activities; Responsible for the annual budget estimates for the operation of HAS activities; Responsible for the staffing and equipment needs of the service line and provides complete justifications for same. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
