Position Overview

Primary Function of Organizational Unit

The office of Capital Projects Management provides planning, design construction and financial management of the University’s Capital Improvement Program. The office oversees designer selection, creation of plans and specifications, review and approval of schematic design, design development and construction documents, bids and contract awards, selection of contractors, recruitment and implementation of initiatives that expand utilization of historically underutilized business (HUB), renovation and new construction activities, campus master planning and development, coordination of moves, integration of systems (information technology, security, energy controls, sustainable measures) into facilities. The office prepares and submits facility and financial justification reports for requesting new and renovation projects to the State legislature through the appropriate state agencies; develops and executes cost effective solutions to ensure the University’s mission is executed.

Primary Purpose of Position

The HUB/Real Property Coordinator (University Program Specialist) has responsibility for the following key programs: 1) HUB (Historically Underutilized Businesses) Coordinator – plans, coordinates and implements the HUB program to achieve minority participation goals. Manages and evaluates HUBs for formal and informal projects at the university; promotes opportunities for minority owned businesses; implements training programs and workshops; assists in the design of construction packages; attends pre-conference and bid meetings; and provides debriefings for unsuccessful hubs. 2) Real Property Coordinator – manages, acquires and disposes of real property for NC Central University and is involved in the evaluation of all aspects of the real estate market and campus development. 3) Budget and planning – monitor departmental accounts associated with design, construction, and renovation services, HUB metrics and performance, prepare monthly, quarterly and annual budget reports; assist with budget forecasting; determine needs and approvals for equipment and repairs; and track actualization of implemented budget results. 4) Move Coordinator – is responsible for the relocation of departments, personnel and equipment from/to a new campus facility related to campus development. 5) Special projects – will direct and manage varying departmental projects at the AVC’s discretion as required.

Required Knowledge, Skills, and Abilities

The successful candidate must possess a working knowledge of real property law and the North Carolina General Statues pertaining to State’s involvement in real estate matters; knowledge of HUB program guidelines and applicable laws; knowledge of capital project process, procurement and contracting guidelines; knowledge of results based budgeting; knowledge of State Real Estate policies and procedures; knowledge of planning and management of a business or governmental program; knowledge of Maintaining data entry for University compliance via Interscope system; ability to prepare and evaluate reports for the University and State agencies; ability present minority goals at pre-bid meetings; ability to evaluate bid results for compliance of State guidelines; ability to create and process purchase requests, check request and bid proposals; ability to review data and budget performance and make recommendations to AVC; ability to analyze spending and reconcile accounts; ability to create clear and concise budget reports; ability to plan, design, and promote measures of evaluation, particularly with respect to tests, research projects, statistical analysis, and other research procedures; ability to review and ensure consistency in standards across projects and academic years; ability to work independently and collegially with team members with little or no supervision and to take initiative and see a project through. Excellent written and oral communication skills; requires excellent editing; analytical and organizational skills with the ability to prioritize work; organizational and problem-solving skills.

Minimum Education/Experience

Bachelor’s degree and one year of experience related to the area of assignment; or and equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Licenses or Certification required by Statute or Regulation

Primary Responsibilities and Duties

Function Professional Knowledge

Describe the specific tasks and responsibilities related to the function.

HUB COORDINATOR

-Extensive knowledge of HUB program guidelines and applicable laws.

-Plan and implement minority outreach events for NCCU.

-Assists with training and development of potential HUB contractors.

-Participate in the selection of Architects, Engineers, and CM at Risk for construction projects as needed.

-Interview and evaluate the capabilities of HUB contractors.

-Promote partnerships between majority contractors and HUB sub-contractors.

-Prepare and evaluate reports for the University and State agencies.

-Present minority goals at pre-bid meetings.

-Evaluate bid results for compliance of State guidelines.

REAL ESTATE

-Initiate contract documents required for the acquisition/disposition of real property by deed, lease, easement or allocation. Consult with State Property as needed.

-Create and process purchase requests, check request and bid proposals.

-Exercise considerable knowledge of real property law and the North Carolina General Statues pertaining to State’s involvement in real estate matters.

-Prepare resolutions and other documents for review by Legal department, Joint legislative Commission on Governmental operations.

BUDGET/PLANNING

  • knowledge of capital project process, procurement and contracting guidelines

MOVE COORDINATOR

-Interact extensively with contractors, staff and faculty to establish moving objectives.

-Discern and respond to needs of clients effectively.

Function Program/Project Administration

HUB COORDINATOR

-Maintain data entry for University compliance via Interscope system.

-Coordinate with other universities on joint programs (Triad and Triangle Coalition).

-Work in conjunction with Project Engineers/Managers to achieve minority goals.

REAL ESTATE

-Follow up and initiates potential leads for the procurement of property for the University.

-Evaluate/make recommendations pertaining to real property for State agencies by direct purchase, lease, easement and condemnation.

-Meet and discuss landlord issues on all leased properties.

-Prepare documents for acquisition /disposition of real estate.

-Maintain record keeping and reporting of all University real estate.

-Research tax documents, maps and deeds for potential/current real estate.

-Review appraisals, surveys and recommend courses of action.

-Coordinate fire/safety inspections with EHS of all leased buildings.

-Work with Grounds and General Services Department to insure the upkeep of University property acquired through deed.

BUDGET and PLANNING

  • monitor departmental accounts associated with design, construction, and renovation services, HUB metrics and performance

  • prepare monthly, quarterly and annual budget reports to assist with budget forecasting

  • MOVE COORDINATOR

-Manage and coordinate multiple assignments simultaneously.

-Delegate needs of clients to moving contractors.

Function Information Analysis and Decision Making

HUB COORDINATOR

-Review construction packages in an effort to provide recommendation based on capacity of sub-contractors.

-Act as liaison to handle discrepancies between general and sub-contractors.

REAL ESTATE

-Provide advice and recommendations to University leadership regarding land/building acquisitions, leases, purchase decisions.

-Perform appraisals, market studies and feasibility analyses as required.

-Investigate and makes recommendations regarding status of title to potential vacant and unappropriated lands.

-Perform independently in making recommendations to agencies and supervisory staff in State Property office.

-Investigate, evaluate and make recommendations regarding the eligibility of persons displaced by University projects to receive relocation assistance.

BUDGET and PLANNING

  • ability to review data and budget performance and make recommendations to AVC

  • ability to analyze spending and reconcile accounts

MOVE COORDINATOR

-Analyze safety issues and best course of actions during moves.

-Handle customer complaints and concerns regarding moving of items.

Function Communication and Marketing

HUB COORDINATOR

-Contact potential contractors to ensure compliance with state guidelines.

-Maintain data base to disseminate information to contractors for upcoming bids.

-Conduct and/ or participates in at least three marketing outreach programs per year.

-Attend pre-bid meetings to communicate and insure University minority goals.

REAL ESTATE

-Has personal contact on daily basis with all state agencies including, county, city, attorneys, appraisers’ members of General Administration and the community.

-Advise agencies and deals directly with landlords and State-owned properties.

-Communicate detailed information, and concerns from the following:

-—Department of Administration

-—UNC General Assembly

-—State HUB Office

-—University officials

-—City and county officials

-Investigate needs of clients for leased space.

-Project manager of University demolitions of state owned properties.

BUDGET and PLANNING

  • manage budget data and display it to leadership in a way it can be used to make decisions

  • ability to create clear and concise budget reports

MOVE COORDINATOR

-Handle inquiries from staff/colleges concerning relocating items.

-Investigate needs of clients for lease space.

-Conduct periodic meetings to develop move strategies and objectives.

Function Leadership

  • Manage and coordinate University moves and relocations

  • Develop move team that consists of building reps from affected buildings.

  • Participate in HUB Academy and Contractor’s college for minority contractors.

  • serve as Project manager to insure safety and security of purchased real estate.

  • guide project managers on Interscope, contracting processes, and budget allocation topics
