Eversource Energy Supervisor, Compliance, Gas Operations (Instrumentation & Regulation)- Hybrid in East Windsor Hill, Connecticut

This is a hybrid role.  The first three months are fulltime in the office.

Responsible for the development and oversight of regulatory compliance programs within the Instrumentation and Regulation (I&R) team, ensuring that Eversource’s gate stations and district regulators remain in compliance with State and Federal regulations. Ensure and track compliance with internal Eversource Operations and Maintenance procedures and develop alignment within I&R across all three Eversource Operating Companies.

Oversees the I&R organization and assist in updating operations and maintenance procedures, responsible for the retention of I&R compliance records, and inspection and maintenance of all affiliated compliance programs. The position will also include implementing process improvements within these programs and ensuring that all plans are tailored to all applicable State and Federal Regulations.

Accountability includes but not limited to, public and employee safety, O&M and Capital budgetary controls, supporting construction and maintenance activities involving gate stations, regulator stations, and telemetry equipment. This position will require regular travel to offices and job sites throughout Massachusetts and Connecticut. The position also requires communication and coordination between multiple departments.

Essential Functions:

  • Manages internal audits/assessments and regulatory compliance initiatives.

  • Supervises the Operations Compliance Specialist team.

  • Develops and prepares responses, exit letters and other formal and informal communications from state regulators.
  • Coordinates and tracks the development Compliance Agreement action items.
  • Supports monitoring proposed new and revised State and Federal regulations. Develops summary updates to gas leadership with potential impacts to gas operations.
  • Drives the implementation of Compliance initiatives, including the development and maintenance of an internal customer focused working relationship with Operations, Engineering, Construction, Legal and Regulatory.
  • Researches, analyzes and recommends ways to improve compliance processes and procedures.
  • Maintains an awareness of how compliance initiatives impact capital and O&M budgets and recommend best cost alternatives to meet budgetary constraints.
  • Coordinates Commission and internal audits and manages the development and the implementation of corrective actions and preventative strategies to eliminate repeat offenses.
  • Builds, promotes and enhances collaborative relationships with Massachusetts Department of Public Utility Staff industry associations, company affiliates and other potential business partners.
  • Participates in Integrity Management programs in the threat review process, the identification and prioritization of the State Risks (and Risk Register).
  • Participates in revisions and updates of company policies and procedures.

Instrumentation and Regulation:

  • Oversees/monitors the I&R department adherence to all applicable State and Federal regulations and identifies areas that require improvement in maintenance and operation documentation.
  • Facilitates familiarization with new compliance processes for I&R personnel.
  • Ensures that the I&R department documents are developed, reviewed, and implemented in a timely an efficient manner.
  • Serves as a liaison between I&R, Gas Control, Gas Engineering, Regulatory Affairs, Gas Compliance and Regulatory Stakeholders (PURA and DPU).
  • Participates in internal and external I&R audits, gathers documentation, and drafts technical responses to support to the I&R team.
  • Performs internal I&R audits to ensure regulatory compliance, compliance with internal policies and procedures, and mitigate risks.
  • Prepares at a minimum, monthly I&R compliance reports for the Manager of Technology and Compliance, and other I&R Managers.
  • Facilitates compliance efforts by overseeing and providing technical assistance where required, including, but not limited to, identifying, and evaluating program areas and/or any compliance issues/gaps, recommending solutions, and their associated cost estimates, providing training and education and oversight of compliance efforts as required.
  • Reviews State and Federal agency audit findings and prepare responses and/or recommendations.
  • Assures that the I&R Department meets regulatory code compliance for gate stations, regulator stations and gas system instrumentation.

  • Implements and maintains a database or central location to house regulatory required compliance documentation for all three Eversource Operating Companies, such as regulator maintenance sheets, pressure test records, paper charts, odorant sample levels etc. This database will also manage and track compliance dates and deadlines for regulatory mandated compliance work.

  • Leads the department in the implementation of new processes and work practices as required by the business.

  • Solicits and reviews vendor equipment and service proposals for accuracy and completeness. Initiates the award of purchase orders and approves invoices.
  • Reviews and provides documentation and comments to the Manager of I&R Technology and Compliance in support of the development of operating, maintenance, and capital budgets within the I&R department.

  • Initiates and manages positive change within the I&R department.

Qualifications:

Technical Knowledge/Skill:

  • Strong leadership and interpersonal skills.
  • Familiarity with overall operation of natural gas distribution companies.
  • Ability and creativity to develop compliance programs from scratch with limited assistance.
  • Ability to write, implement and maintain policies and procedures clearly and effectively.
  • Demonstrated strong organizational and planning skills.
  • Demonstrated strong analysis and problem-solving skills.
  • Ability to establish a culture of safety, reliability, efficiency, and compliance.
  • Effective communication with different internal and external groups, including Management, I&R Operations staff, Gas Engineering, Gas Compliance, Human Resources, Federal, State, and local regulators (PURA, DPU etc.), external stakeholders, and other Eversource corporate groups.
  • Experience interpreting DOT Pipeline Safety Regulations 190, 191, 193, and 199, preferred.

Education:

  • Bachelor’s degree, preferably in a technical discipline or equivalent experience. Engineering degree is preferred.

Experience :

  • Five (5) or more years of operations experience in natural gas distribution, field operations, or equivalent operations and compliance experience.

Licenses & Certifications:

  • Valid Motor Vehicle License required.

Compensation and Benefits:

  • Eversource offers a competitive total rewards program. The annual salary range for this position is $115,140 to $127,930, plus incentive. Salary is commensurate with your experience. Check out the career site for an overview of benefits.

Working Conditions:

  • Must be available to work emergency storm assignment as required.
  • Must be available to travel between MA/CT/NH as necessary.
  • Must be able to attend field visits in varying weather conditions.

This position is categorized as safety-sensitive for the purpose of drug testing. Successful applicants shall be subject to a pre-assignment drug test if the individual is currently in a non-safety sensitive position. As an employee in this position the individual shall be subject to random drug testing. A positive drug test will result in disciplinary action.
