Air National Guard Units SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST (TITLE 32) in Ellington AFB, Texas

Summary This position is part of the TX 147th Attack Wing, and is located in Ellington Field JRB, Houston, Texas. The purpose of this position is to provide and/or administer advanced technical training, organizational readiness, and mission preparation/execution for a group of Airborne Intelligence, Surveillance, and Reconnaissance (ISR) Operators. Texas is one of 9 states with NO state income tax. Responsibilities As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST (TITLE 32) with the Texas National Guard, your duties will include, but will not be limited to: Exercises supervisory personnel management responsibilities. Establishes work schedules and daily duty assignments. Provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance, ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates actions to correct performance or misconduct. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive materials. Performs mission execution in all section activities to include standards and evaluations, qualification training, scheduling, and tactics, techniques, and procedures. Possesses knowledge of a wide range of Airborne ISR concepts, principles, and practices; and an in-depth knowledge of specific functional areas of Signals Intelligence to accomplish work processes through the use of related intelligence systems, mission equipment, methods, services, and facilities. Reviews, analyzes, and resolves difficult and highly complex intelligence problems. Develops briefings for mission preparation, including combat planning, weather factors, mission objectives, and other agency coordination to ensure effective mission execution. Makes mission recommendations to OPS officer. Develops operations exercises which test the capabilities and proficiency of the crew. Must perform duties in one or more of the following sections: Weapons and Tactics: Enables weapon system optimization for intelligence system employment and integration into Combat Air Force operations. Develops and teaches advanced warfighter educational lessons to all squadron personnel. Conducts warfighter education to combat mission ready (CMR) personnel. Works closely with the operations training section to expand the recurring training program (classroom and scenario) to increase the crew baseline knowledge. Operations Training: Ensures combat readiness and proficiency of Airborne ISR operators. Executes the training program for all unit operators including system capabilities, tactics, and employment considerations. Executes a detailed training plan to create certified operators capable of deploying and providing desired ISR capability to combatant commanders. Plans, organizes, and instructs academic and hands-on training pertaining to the use of intelligence systems; provides advice on the proper weapons and tactics to enhance execution of the ISR mission. Supervises and executes policy, instructions, and procedures governing the overall management of the training program. Standardization/Evaluation: Evaluates unit compliance with gaining major command standards and directives. Participates in staff assistance visits (SAVs) and management/compliance inspections. Conducts SAVs to functional and operational areas within the squadron, and upon request, at other units. Prepares local guidance implementing compliance and special emphasis findings for unit standardization/evaluation program. Interprets regulations and provides advice, assistance and policy guidance to the unit on implementation of higher headquarters (HHQ) directives accordingly. Establishes and maintains a Self-Assessment Program for standardization and evaluation functions. Scheduling: Evaluates training requirements against available simulator and aircraft resources to meet the needs of the unit training program. Coordinates training requirements with external agencies ensuring compatibility and effectiveness goals are aligned with unit training program. Researches regulatory guidance to ensure only qualified operators are scheduled for available training scenarios. Performs other duties as assigned. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This position requires the incumbent to occasionally travel away from the normal duty station. The incumbent must be willing and able to travel on military and commercial aircraft. Incumbent is required to maintain qualifications and/or certifications of position assigned. Texas Air National Guard Membership is required., compatible unit and Air Force Specialty Code (AFSC) assignments, to include medical requirements of the position. General Experience: Minimum Requirements: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. To qualify at the GS-11 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience: At least one year of specialized experience equivalent to at least the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector with experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
