Nuclear Regulatory Commission Senior Resident Inspector in Erwin, Tennessee

Summary This position is located in Region II, Division of Fuel Facility Inspection, Projects Branch 1, Nuclear Fuel Services, Erwin, TN. The supervisor is Robert Williams. This position is Non Bargaining Unit. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements. Relocation incentive is 50%. Responsibilities The selectee serves as the NRC senior resident inspector at the Nuclear Fuel Services, Erwin, Tennessee, Resident Office. The individual participates in the assessment of licensee performance of fuel cycle facilities and performs direct inspections of licensee activities during operation phases. The selectee performs in-depth inspections during startup, operation, and outages to assure compliance with design specifications and the conditions of the operating license. Selectee ensures that the inspection program is completed in accordance with schedules specified in the Inspection Manual or other official documents. Selectee participates in planning the scope of inspections, prepares inspection reports that describe observations made and conclusions reached regarding the licensee’s safety performance and conformance with NRC requirements, provisions of operating licenses, and applicable industry codes and standards. The selectee makes recommendations based on licensee performance as to the need for licensing and regulatory action. Specifically, the selectee's duties include but are not limited to: Serves as the lead NRC inspector in providing site coverage for tracking and evaluating licensee activities associated with the operation of a nuclear fuel processing facility. Responsible for carrying out the basic inspection function at the NFS fuel facility to evaluate whether activities are conducted in a manner where the health and safety of the public and workers, the safeguarding of nuclear materials, and the protection of the environment and the facility are assured. Communicates the status of licensee activities to the Region II office and helps coordinate inspections performed by NRC technical specialists when conditions warrant. Responsible for determining a time of cessation of licensee activities when a condition exists that is significantly detrimental to the safety or safeguards aspects of the facility. Performs in-depth evaluations of incidents and abnormal conditions, determining the safety significance of each event, recommending enforcement action and preparing reports of inspection findings and detailed licensee performance assessments. Responds to facility safety and safeguards significant events during both normal and off-normal business hours and serves as the NRC point of contact onsite. Represents the NRC and serves as a contact for the Region II office with the licensee contractor, site personnel, state/local public officials and news media. Requirements Conditions of Employment This is a Drug Testing position. US Citizenship Required. Must be able to meet/maintain security & suitability requirements. Must be a fully qualified inspector with Manual Chapter 1245, 1246 or 1247. Individuals selected for this position must be able to acquire a "Q" security clearance. Qualifications Possessing a thorough knowledge of the theory, principles and practices in a field of engineering as evidenced by a bachelor's degree and several years of experience, or an equivalent combination of education, training, and experience that would be eligible for certification through alternative qualification standards. In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience includes experience that demonstrates your ability to implement the NRC regulatory program, including application of NRC standards, and rules and regulations for nuclear facilities. You should also have sufficient knowledge of basic nuclear technology, operating safety procedures, radiological safety, codes, standards, and procedures. Generally, candidates would have at least five (5) years of experience with the NRC. Applicants must be a qualified NRC inspector per Inspection Manual Chapter 1247, 1246, or 1245. Strong consideration will be given to applicants with fuel cycle experience, and applicants with Resident Inspector experience at either fuel facility or reactor plants. Education To qualify for this position, you must meet BOTH basic education/professional knowledge requirements that apply to Federal positions at all grade levels for either the 0801-General Engineering Series or the 1301-General Physical Sciences series AND the specialized experience requirements outlined above no later than 30 calendar days after the closing date of this announcement and before placement in the position. GG-0801 (General Engineering Series): Basic Requirements: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Project-based telework schedules of generally up to 8 hours per week may be approved, in accordance with Agency policy and current Resident Inspector Telework Guidance. Resident/Senior Resident Inspectors may be eligible for the Resident Inspector Program Group Retention Incentive as approved on December 1, 2023. The amount of the retention incentive is 15 percent of adjusted basic pay, including any locality or special rate, to be paid annually and subject to annual review and approval.
