About the Position

Lane County Youth Services is recruiting for a dynamic person to join our Community Supervision Unit as a Juvenile Counselor 1/2. The Juvenile Counselor position has both entry, Juvenile Counselor 1, and journey level, Juvenile Counselor 2, tracks in the classification. The Juvenile Counselor works with justice involved youth, their families, and community partners in order to improve community safety while also reducing juvenile delinquency. Juvenile Counselors supervise youth in the community who are involved in our system informally, as well as youth who are on probation or whom have court involvement. Incumbents at a Juvenile Counselor 1 level are distinguished by performing more routine tasks and duties. The Juvenile Counselor 1 position is not expected to perform with the same independence or direction that would be expected of a Juvenile Counselor 2.

Incumbents at the Juvenile Counselor 2 level are expected to be fully aware of and perform the full ranges of duties as assigned and work with the most demanding and complex cases. Incumbents at the Juvenile Counselor 2 level must demonstrate prior to hire knowledge of criminogenic risk factors in youth and effective strategies for addressing them; risk and needs assessment and response; evidence-based probation practices, an understanding of criminogenic risk factors in youth and effective strategies in addressing them, knowledge of probation field work best practices, case planning, motivational interviewing, adolescent development, and family dynamics.

    About the Division

The Youth Services Division operates 24/7, has approximately 70 full-time staff, six program units, and is located in three different buildings on the John Serbu Youth Campus in Eugene, Oregon. The division is comprised of the following units:

  • Administration: Division planning and management, data, grants administration, information systems, volunteers and accounting.

  • Community Supervision: Community Supervision continuum – screening and assessment, diversion, and probation. Services for youth on probation including a juvenile drug court and sex offender/problematic sexual behavior specializations. The Supervision Unit also houses reception, victim advocate services, and records management and expungements.

  • Detention: 16-bed detention facility serving youth ages 12-19, including youth being held on adult criminal charges, and health services (medical, dental, and mental health) for youth.

  • Phoenix Program (Residential Treatment): 16-bed behavioral treatment program for youth involved in the juvenile justice system.

  • Martin Luther King (MLK) Education Center: A collaboration between the division and Lane Education Service District (Lane ESD). Services provided include alternative school for high-risk, adjudicated, community youth; education for youth in Detention and Phoenix Treatment; horticulture and culinary arts vocational programs; and community service and restitution crews for youth.

  • Nutrition Services: Is a federally licensed National School Lunch Program. Provides approximately 30,000 meals and snacks per year to youth housed in Detention, Phoenix, and youth in school and on vocational crews at and through the MLK Education Center.

The work of the division is complex and covers multiple, diverse subject matter areas, governed by multiple regulatory bodies and requiring specialized knowledge. The division is deeply focused on cultivating a positive workplace culture and addressing long standing structural and cultural deficits.

Schedule : Monday - Friday; 8:00am - 5:00pm with a 1-hour lunch. These hours are subject to change based on operational need. Employees are expected to work scheduled overtime and be available for emergency overtime when needed.

QUALIFICATIONS

Juvenile Counselor 1 Training & Experience:

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in social work or a related field.

  • Six months of social work experience involving work with juvenile offenders and the Juvenile Court system.

    Juvenile Counselor 2 Training & Experience:

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in social work or a related field.

  • A Master's degree in social work or a related field is preferred.

  • Two years of responsible social work experience involving work with juvenile offenders and the Juvenile Court system.

An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Certification Requirements

Juvenile Counselor 2: Depending on area of assignment, certification may be required for coordination of specialized program services.

Special Requirements:

  • Must possess a valid Oregon Driver’s License, at time of hire, and maintain an acceptable driver's record.

  • This position is subject to and must pass a comprehensive federal and state criminal history record check and an Oregon Department of Human Services (ODHS) background check. If fingerprinting is required, the fee is paid for by the successful candidate and the expense is non-reimbursable.

  • Possession of, or obtain within 60 days of hire, a current CPR and Basic First Aid certification.

  • Offers of employment are contingent upon consenting to and successfully passing a drug-screening test; negative results are reimbursable.
