Fairfield University Director/Administrative Captain, Department of Public Safety in Fairfield, Connecticut

POSITION SUMMARY

Reporting to the Senior Vice President, Finance and Administration, the Director/Administrative Captain (“DAC”), Department of Public Safety serves as the administrative senior officer and assumes the duties of the AVP/Chief in their absence. The DAC assists the Associate Vice President/Chief in ensuring that public safety administrative functions, including but not limited to, budget management, internal affairs, emergency preparedness, dispatch, payroll (including overtime), technology, discipline practices, and training programs (e.g., report writing, active shooter, de-escalation, etc.) are operating effectively and efficiently. The DAC is responsible for the documentation and timely maintenance of all operating policies and procedures related to Public Safety administration as well as strategies for continuous improvement. Work is performed under the general supervision of the Associate Vice President/Chief of DPS.

MAJOR DUTIES AND RESPONSIBILITIES

Responsible for the implementation of Public Safety functions.

  • Develop, coordinate, monitor and evaluate/update policies and procedures and maintain appropriate records for report, review and mandatory communication purposes. Conduct regular reviews of operations, technical equipment and personnel skills. Maintain updated emergency policies and procedures including crisis management and Department of Education security protocols, among others.

  • Promote and ensure the proper utilization of staff, equipment, and materials.

  • Oversee required seminars, training sessions, and other instructional needs of DPS personnel. This includes providing training to staff on current laws and regulations as well as professional skill enhancements. Ensure timely delivery of, compliance with, and documentation of all training.

  • Must remain current and informed as to applicable laws and regulations

  • Develop, review, and evaluate reporting systems and templates for timeliness, form, content, accuracy, and compliance with established methods, policies and procedures.

  • Create long- and short-term administrative goals and objectives, consistent with academic and residence life department objectives, interacting with university community and peer institutions regarding safety and security standards and potential solutions.

  • In collaboration with Human Resources and Office of University Counsel, conduct internal administrative investigations in a timely manner with thorough documentation and consistent with applicable legal standards.

  • Monitor weather conditions and coordinate sub group on determination of delays or cancellations of in person operations. Serve as administrative liaison to law enforcement at town, state and federal level.

  • Manage administrative staff including hiring and promotion, performance evaluation, and oversight of student workers.

  • Establish and promote a culture of collegiality, professionalism, confidentiality, and compliance with applicable policies, laws, and regulations including Title IX and FERPA.

  • Communicate effectively with staff concerning pertinent departmental and university matters, training staff in policies and procedures, and the general public safety operation.

  • Project and workwith the AVP to plan for annual budgetary needs of the department for the upcoming fiscal year; oversee and approve the departmental expenditures throughout the fiscal year.

  • Performs other related duties as directed or dictated by responsibilities.

  • 2 Parking Officers Employees

  • 2 part-time Switchboard Operators

EXPERIENCE

A minimum of 10 years progressive public safety experience with at least five years administrative experience in a university or college setting, or equivalent setting. Specialized training in a law enforcement discipline, FBI or national security training desirable. Possession of a valid motor vehicle license in good standing. Possession of or ability to obtain a CT pistol permit with proper endorsements and CT Security Officer ID Card.

KNOWLEDGE SKILLS AND ABILITY

Proven leadership experience; ability to establish goals and objectives for the Department of Public Safety; manage budgets; prepare reports; communicate effectively and supervise the work of others. Knowledge of policies and procedures related to public safety activities, investigative techniques, mentoring and coaching.

UNUSUAL WORK CONDITIONS

On call to respond to emergencies and direct personnel, 24 hours a day, 365 days a year. Exposure to bloodborne pathogens and hazardous materials and other dangerous situations. May need to cover other shifts if there is a shortage of staff. Knowledge of highly confidential information. Member of the University group who decides if operations will be delayed or cancelled due to weather or manmade circumstances. Must remain aware of current weather and forecasted weather conditions, local hazards, alerts and law enforcement risks

EDUCATION

Bachelor/s degree in a related field from an accredited university is required. A Bachelor’s degree in Criminal Justice, Political Science, Business or Public Administration or a related discipline or equivalent experience is preferred.

This position is based at Fairfield University’s Fairfield, CT campus and is not eligible for immigration assistance .
