HQDA Field Operating Agencies and Staff Support Agencies Budget Analyst in Fort Belvoir, Virginia

Summary About the Position: Serves as a senior budget analyst for the U.S. Army Force Management and Support Agency (USAFMSA). Incumbent is expected to perform the most complex resource management tasks, and have extensive knowledge, skills and abilities in the areas of budget, manpower, management analysis, and human resource management in support of a Headquarters, Department of the Army (HQDA) Field Operating Agency Responsibilities Reviews and interprets Army guidance, and other Department of Defense (DoD) and Army planning documents to identify impacts and program requirements to USAFMSA. Participates in all phases of the USAFMSA Planning, Programming, Budgeting, and Execution System process, to include the resource committee process, validating and prioritizing USAFMSA program requirements. Maintains the budget accounting systems to include the General Fund Enterprise Business System (GFEBS), Database Commitment Accounting System (DCAS), the Standard Army Civilian Pay System (STARCIPS) and other local systems. Serves as a GFEBS Power User to oversee user roles and assignments, builds and changes master data elements, serves as the SME for the GFEBS implementation across the agency for personnel requiring GFEBS access for multiple functions and roles. Specialized Experience: One year of specialized experience which includes 1. interpreting regulations and policies to manage and advise on organization budget programs. 2. reviewing financial reports to identify trends, rates of obligation and expenditure, and the impact on current and future year budgets. AND 3. Maintaining budget accounting systems such as, but not limited to the General Fund Enterprise Business System (GFEBS), Database Commitment Accounting System (DCAS), the Standard Army Civilian Pay System (STARCIPS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
