Summary This position serves as the Service Chief for the Business Office and reports to the Associate Director (AD) within the Montana VA Health Care System, located at Fort Harrison VA Medical Center in Fort Harrison, Montana. The primary purpose of the position is to represent a single accountable authority for development and implement of administrative processes and policy to conform to national guidelines and directives associated with the delivery of VA health benefits programs. Responsibilities Major duties and responsibilities include, but are not limited to: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job. Understands the organization's financial processes. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Organizes work, sets priorities, and determines resource requirements. Determines short- or long-term goals and strategies to achieve them. Coordinates with other organizations or parts of the organization to accomplish goals. Monitors progress and evaluates outcomes. Works with, understands, and evaluates technical information related to the job. Advises others on technical issues critical to facility operations. Responsible for organizing, directing and controlling all program areas and associated resources related to mission accomplishment. Prepares performance standards and evaluates performance and subordinate supervisory position and direct reports. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of administrative concepts, principals, and practices such as The Medical Administration Officer provides management and oversight to multiple program areas for the VA Montana Healthcare System and is responsible for the day-to-day operations of the service. Manages and oversees multiple subordinate programs and departments. The work directed is administrative, technical and complex. This position has a broad scope requiring interaction with many clinical services across the healthcare system, VISN, and VACO. The incumbent plays a significant role in the successful achievement of the goals and initiatives of each program, which serves to improve the safety and well-being of Veterans across the healthcare system. Accuracy and timeliness is of paramount importance in that any error, even minute, can result in loss of workload and funding for the institution and can reflect adversely on the Medical Center, healthcare system, and VISN. The duties in this position are directly related and integrated with all of the operational functions and programs within HAS. Consequently, the Medical Center and the Department of Veterans Affairs are affected by the incumbents' activities. A comprehensive understanding of all the laws, regulations, directives, etc., as well as sound organization and structure principles is required. The work includes active management and leadership of the Medical Center's business functions to create a stable operating environment. The purpose of the work is to monitor and assess the productivity, effectiveness and efficiency of the facility's business operations and the Healthcare Administrative Service. The work contributes to the improvement of services provided by and/or through the facility. The work affects the plans, goals and effectiveness of missions and programs at various echelons and locations, and impacts the nature of work done in other components of the facility, as well as outside providers/services. Incumbent is highly visible due to their important role in the patient care aspect of scheduling and assuring that patients are seen within the national guidelines and scheduling directives. This position involves identifying and correcting concerns as they pertain to capturing accurate workload information. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the medical center. Skill in conducting detailed analyses of complex business functions and work processes affecting the business operations of the facility. Detailed knowledge of business procedures, including accounting, budgeting, contracting, HIMS and logistics. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of mission-essential facility programs. Ability to develop and apply new or modified work methods, management processes, and procedures for administering program services. Ability to analyze new revenue-enhancing projects, plan and implement new projects and report the results to the Director and other key staff. Practical understanding of the terms used by clinical staff and the administrative implications of medical care needs. Expert knowledge and understanding of, and ability to explain, rules for admissions, non--V A care, patient travel, bed control, and various health/welfare laws governing healthcare facilities. Knowledge and understanding of, along with the ability to apply, requirements under the Freedom of Information Act for protection of records. Expert Knowledge of the specific processes and procedures applying to management of the service line such as: personnel management regulations, requirements and practices, fiscal reporting requirements, and budget/resource management. Ability to establish and effectively communicate business priorities; ability to use time effectively; ability to meet and deal with people; ability to delegate work effectively; ability to write clear reports; and ability to design and implement practical administrative and technical systems. Guidelines exist in the form of general agency policy, legislation, broadly stated program objectives, VISN goals and comparable guidance requiring extensive interpretation and definition. The employee must have the ability to interpret conflicting legislation and/or overall objectives, isolate areas needing development or study and devise and plan projects to accomplish the mission of the service and medical center.
