Joint Activities Supervisory IT Program Manager (PLCYPLN) in Fort Liberty, North Carolina

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information TechnologyManagement (INFOSEC) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Supervisory IT Program Manager (PLCYPLN) for the Joint Activities Command at Fort Liberty, NC. Responsibilities Performs full range of immediate and intermediate supervision in assigning work to subordinates based upon priorities, difficulty of assignments and capabilities of employees. Supervising a large multi-disciplined team of operations planners, cyber technicians, and networking technicians to ensure that plans, procedures, and operations are developed and -executed in accordance with established timelines and guidelines. Manage Information Technology (IT) planning and coordination and execution of complex military operations requirements for training and combat events. Exercises authority to plan, schedule and manage major projects and design new management systems, models, and reports. Develop the organization funding strategies in support of research, development, testing and evaluation of strategic and tactical command, control. Serves as a senior advisor and program synchronizer for the command on a wide range of issues related to resource management, mission support-internal management, development, integration and administration. Specialized Experience: One year of specialized experience which includes 1) Providing guidance direction related to policy formulation, planning, programming, budgeting, and execution, 2) Analyzing program deviations and problems in order to develop solution, 3) Communicating orally and in writing with high-ranking military and/or government officials to influence decision-makers regarding capability requirements. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Information Technology Program Management-Knowledge of the principles, methods and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). (2) Managing Human Resources- Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized and developed, and that they are treated in a fair and equitable manner. (3) Planning and Evaluating-Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. (4) Technical Competence-Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
