The IRC launched an emergency response in oPt in 2023, responding to the catastrophic humanitarian situation in Gaza. Prior to October 7th, in June 2023, we conducted a scoping mission to oPt, in the West Bank, and subsequently developed a strategic plan to initiate programming in the West Bank. Since then, and in the context of catastrophic fighting and renewed violence, the IRC has initiated an emergency response in Gaza and developed a response plan with partners which includes Gaza and the West Bank. Implementing a diverse, integrated program of health, protection, cash, and scaling up in WASH and nutrition, these programs prioritize local partnerships with both public institutions and civil society, and span emergency, humanitarian, recovery, and development modalities, while serving vulnerable Palestinians in oPt.

Scope of work

Working under the guidance and supervision of the Nutrition Coordinator, the Nutrition Manager shall be responsible for the overall design and implementation of integrated nutrition programs that encompass nutrition surveillance and assessments; promotion of infant and young child feeding in emergencies (IYCF-E); management of at-risk mothers and infants (MAMI); addressing micronutrient deficiencies; Community-based Management of Acute Malnutrition (CMAM), in all IRC supported sites/health facilities. The nutrition manager shall ensure that all components of the program are functioning properly, providing quality care to all the clients through respecting protocols and principles of good practice. The manager is expected to work well with partners, providing technical support and capacity building as necessary.

Job summary:

The Nutrition Manager with the support of the nutrition coordinator and the field management team will be responsible for setting up the nutrition activities in the camps with CMAM , IYCF – E and community-based screening for acute malnutrition. Ensure availability of supplies for both SAM and MAM treatment and timely reporting of all the nutrition activities.

Working relations:

The Nutrition Manager will be supervised by the Nutrition Coordinator and will manage a team of nutrition officers, IYCF, and CMAM providers.

Main responsibilities:

• Provide technical guidance to support partners and IRC staff in implementation of CMAM and IYCF-E programs.

• Ensure all staff understand and implement program protocols used in the treatment of acutely malnourished children and pregnant and breastfeeding women (PBW).

• Ensure appropriate and consistent IYCF counseling and health and nutrition education messaging to mothers and other carers at CMAM sites and in the community.

• Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines.

• Develop monthly work plans for the sites.

• Facilitate the development and scheduling of any outreach/mobile team activities.

• Prepare field visit plans and supervision checklists in advance of trips and ensure that supervision reports are produced and recommendations are acted upon.

• Perform quarterly program reviews to assess quality and identify course corrections to improve program quality, effectiveness, and coverage.

• Assist with stock consumption/distribution plans for each of the project sites and ensure no diversion of stocks from IRC stores/sites.

• Conduct training to build the capacity of staff, volunteers, partner staff, and the community at large in the identification and management of the malnourished and in the prevention of malnutrition.

• Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans.

• Assist in the response and management of any nutrition emergencies and participate in the development of disaster preparedness systems.

• Conduct nutritional surveillance in the project sites based on agreed methodologies including surveys, process monitoring, coverage surveys, and other rapid methods.

People management

• Monitoring and supervising both IRC staff and those seconded to IRC to ensure work is performed efficiently.

• Routinely monitor staff performance according to their job description and annual work plans and provide written feedback in a timely manner.

• Oversee continuous training programs for the nutrition staff as well as organize trainings with consultants as per the annual work plan & budget

• Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions

• Participate in the recruitment of nutrition staff as appropriate

• Recommend promotions, and disciplinary action of nutrition staff to the nutrition coordinator

Reporting and Coordination:

• Represent IRC in Nutrition Coordination meetings with implementing partners and attend Nutrition cluster and other Nutrition /Health related forums.

• Keep the nutrition coordinator informed of all developments through regular reports

• Compile weekly, and monthly reports and donor reports.

Supply chain

• Work with the supply chain team to develop accurate and timely monthly nutrition orders and distribution plans.

• Monitor utilization of IRC-issued nutrition supplies; monitor and track IRC nutrition sector assets

• Review of all nutrition program purchase requisitions

Finance and grant management

• Prepare spending plans for the program based on the available budget

• Attend and participate in monthly budget review meetings, with records of updated expenditure and spending plans

• Ensure adherence to the nutrition program budget by reviewing monthly expenditure

• Provide recommendations and interventions to correct any identified deviations that impact on budget adherence.

Requirements:

Education:

“Bachelor’s degree in food, Nutrition, and Dietetics from a recognized University (master’s in public health nutrition preferred)

Experience:

• Experience in emergency nutrition work and the design and implementation of feeding programs (ideally CMAM), including monitoring and evaluation

• Experience in conducting nutrition assessments and an understanding of nutritional surveillance and information systems.

• Ability and willingness to frequently travel to different program sites

• Experience and ability to represent IRC’s nutrition work in external meetings

Skills and Abilities:

• Demonstrable management experience, including budget holding responsibility.

• Proven capacity to supervise, train and coach staff.

• Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions.

Proficiencies:

• Demonstrable ability at report writing and excellent communication skills

• Computer literacy

• Fluency in written and spoken English and Arabic
