Defense Security Service SUPERVISORY PERSONNEL SECURITY SPECIALIST (BRANCH CHIEF) in Hanover, Maryland

Summary DCSA's Adjudication and Vetting Services (AVS) is looking for a Supervisory Personnel Security Specialist to ensure the effectiveness of the security clearance process. This role requires a change agent with the ability to lead a team of focused personnel security specialists in charge of the review, and evaluation of security questionnaires and reports of investigations. Responsibilities This position is with Adjudication and Vetting Services (AVS), an office within the Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). This position serves as a Branch Chief for Adjudication and Vetting Services to address the multidisciplinary fields of investigation, adjudication, security, information assurance, force protection, workplace violence, and related subject matter areas as they pertain to personnel security and Continuous Vetting. The incumbent will be responsible for the day-to-day operations. The incumbent is responsible for efforts associated with processing and tracking applications for industrial personnel security clearances (PCL), performs as the Cognizant Government Authority for management and oversight of PCLs under the National Industrial Security Program, and data collection, analysis and referral generation. - Supervision of a team of individuals up to and including GG-13s. - Establishing program objectives and work priorities and assessing progress toward established goals within the division. - Participating in conferences with key government and/or industry officials for the discussion of policy, procedural, and problem matters regarding PCL and CV administration and practices. - Technically and independently responsible for the substantive results of the varied clearance functions within the division. - Manages day to day PCL and CV operations to include data collection, case generation, case analysis and referral generation; referral tracking; and development, assessment and maintenance of required enterprise tools to meet mission requirements. - Makes assignments for detailed development of internal operating procedures and technical guidelines to assure quality control in case processing. - Communicates pertinent information to diverse audiences in a timely and proper manner, using an extensive network of contacts to identify issues, effective solutions and introduce recommendations for improvement and changes. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Leading a team of personnel to accomplish work priorities and objectives. Developing personnel and/or serve as a mentor, providing guidance and training on policy and processes that may have an immediate impact on the national security. Analyzing personnel security data to identify trends and advise the Division Chief on recommended actions. Providing briefings to government and industry officials on updates to policy and processes. Specifically you will be evaluated on the following competencies: 1. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
