General Description POSTING TYPE: Open Competitive DEPARTMENT: Service and License Centers HOURS: Full-time FULL SALARY RANGE: $67,643- $105,693 (Grade 108) LOCATION: NSC - West Saint Paul, MN UNION: Non-Union CLOSE DATE: 4:30 p.m. on 12/5/2024 The Manager of the Service and License Center is responsible for the overall administration and direction of the personnel and operation of the Service & License Centers. Duties & Responsibilities These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions. Direct the Service and License Center Department and provide system-wide coordination between department staff and county management in areas of Assessing Services, Property Taxation and Records, Vitals Statistics the Department of Health, the Department of Driver and Vehicle Services for policies and procedures. Direct and supervise responsibilities and activities of department staff including a Supervisor and Public Services Associates. They collaborate with internal and external agencies and departments and direct delivery of service. Assign and schedule work and staff training sessions, evaluate performance, monitor career development, recommend the hiring, disciplinary actions and dismissal of staff. Conduct unit staff meetings; develop and implement team building activities. Prioritizes, allocates and administers budget according to the direction of the Department Director. In the absence of the Department Director, they serve as the spokesperson for discussing Service and License Center issues, promote services offered, and provide information to the public by adhering to professional reference standards. Direct banking functions daily to ensure that deposits are accurate and conducted according to county and departmental polity and procedure. Represent Dakota County, as well as, specific departments by attending and actively participating as a member on internal committees as assigned. Prepares schedules, reports and statistical information to assist in the operational needs and services of the department. Review current laws, policies, rules and regulations that are to be implemented on a daily basis or as they are received. Administers record and file management procedures and retention. Ability to support and mentor staff so they fully develop their skills, knowledge and abilities. Administration Ability to formulate, initiate, and direct the application of departmental policies and procedures. Ability to work independently. Ability to effectively present ideas and recommendations through spoken and written communication. Ability to effectively plan and conduct meetings. Ability to effectively respond to changing customers needs and requirements. Analytical Thinking and Technical Skills Ability to analyze and improve existing procedures to reduce process time and improve customer service and response. Ability to plan, implement and evaluate programs, systems, policies and procedures. WORK ENVIRONMENT: Work is performed at one of the Service and License Centers and is typically performed in an adequately lighted and climate-controlled office. Lifting requirements of up to 25 pounds on an occasional basis. Wrist and finger manipulation due to computer work, calculating, compiling and filing. Equipment used may include, but not limited to, computer, typewriter, calculator, telephone, and copy, fax and mail machines.
