The Project Specialist works at the direction of the CIO and the Centralized Services Senior Manager. The Specialist performs grant and program management for the OPI’s grant programs. The Specialist provides direction and management of the OPI’s data warehouse and data analytics tools and programs. The Specialist applies program management, data science, and research knowledge across a diverse array of business units and helps develop and implement solutions by performing complex analyses of systems, processes, and functions across the various data storage and analytics projects funded through grants, and related projects that rely on the data contained within. The incumbent will be responsible for managing all aspects of discovery, planning, internal implementation, and external deployment, including configuration, scope, schedule, and resources involved from the Launch through Go-Live phases. The Specialist is responsible for keeping the Stakeholders informed on the status of the project’s deliverables, milestones, and any constraints. Must be able to effectively engage with vendors, business analysts, application developers, data owners/stewards, core team members, executive officers, and staff. _Knowledge, Skills, and Abilities (Behaviors):_ * Knowledge of applications including Word, Outlook, PowerPoint and advanced skills with Project Specialist software. * Knowledge and thorough understanding of laws, regulations, rules, and practices applicable to the management of grants. * Skilled in strong organizational, analytical, critical thinking, process management, and problem-solving abilities are essential for success. * Skilled in verbal and written communication including report writing, presentation, and public speaking. * Ability to resolve conflicting priorities through collaboration, coordination, and cooperation with key stakeholders and the end-user community. * Ability to effectively manage relationships involving governance, configuration, end-user acceptance testing, production, and operational readiness. * Ability to effectively lead and direct the work of diverse resources in both technical and business aspects of the project. _Minimum Qualifications (Education and Experience_): · Bachelor’s degree in computer science, Finance, or Business Administration.
