Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. This National Guard position is for a PROJECT COORD SPEC (SPECIAL OPS FORCES TRAINING COORDINATOR), Position Description Number T0043 and is part of the Montana Army National Guard, G3. (PD can be obtained from HRO.) Selected candidates will NOT be required to be a member of the MTARNG. Responsibilities Assist GS-13 supervisor in coordination of all out-state units, Special Forces units and other organizations that plan to train on Fort Harrison, Limestone Hills, identified training areas and MT in general. Maintain current and accurate understanding of Special Forces force structure and requirements to best maximize efficient coordination with conventional forces and ranges. Directly, efficiently, and effectively coordinate with out-state units and Special Forces units once points of contact are established. Communicate, coordinate, and speak to memorandums of agreement (MOA) and financial requirements between MTNG and visiting units and organizations. Coordinate details of MOAs and financial requirements internally with MTNG director level staff. Continually develop and maintain a list of locations/facilities and POC's for training opportunities across MT for both Special Forces and potential development of ranges/CITA's for MTARNG units. Analyzes, coordinates and/or performs a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations. Independently develops a plan of action, recommends solutions. Coordinates with State ARNG/ANG Command staff, Directorates or Group Commanders and, NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions. Monitors and analyzes program/project progress, recommending changes based on findings. Develops reports, briefings, and status of assigned projects/programs. Arranges scheduling of appointments, meetings, briefings, and other commitments that have a directly effecting on future decisions and program direction. Provides management information, advice, and assistance to the State ARNG/ANG Command staff, Directorates or Group Commanders on programs/projects assigned. Research current law, DoD, Department of the Army, Department of the Air Force, NGB, and State policy, and uses judgment to decide appropriate policy and procedures in relation to current projects, taskings, issues & concerns. Analyzes information and data; assesses progress of programs, projects, and processes. Organizes, manages, and presents information to include recommendations both formally and informally via oral and written means. Uses knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data. Serves as a Project Manager for emerging projects assigned to/by the State. Responsible for establishing project teams, managing budget requirements throughout project lifecycle, leads team in identification of goals and objectives, stakeholders, tasks, associated risks, and milestones. Determines workload structure to identify tasks and assign resources. Routinely keeps State ARNG/ANG Command staff apprised of project status. Establishes, develops, and maintains effective working relationships with coordinating organizations. Delivers presentations on program status, accomplishments, problems, support requirements, and promotion of program objectives to senior military officers and civilians in other program offices throughout the command. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Researches and recommends appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership. Responsible for the work of assigned personnel. Performs the supervisory and managerial responsibilities. Assigns work to functional staff members IAW established organization mission and functions, workload fluctuations and personnel availability. Defines and interprets governing policies, procedures and regulations. Provides financial advice and renders decisions on major problems. Reviews operating procedures and policies with respect to the desired performance objectives of management. Advises management of operating areas at risk of not achieving desired performance and recommends corrective actions. Develops or directs the development of new or changed internal operating procedures and instructions. Assigns and reviews work daily, weekly or monthly; ensures production and accuracy requirements are met; approves leave; and recommends performance standards and ratings. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepares schedules for completion of work. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignments. Hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess one of the following: A) 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. OR B) A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (MUST provide copies of all relevant transcripts to be considered for this position. Official transcripts may be required at a later date.) OR C) A combination of Specialized experience and Education equal to 100% of the requirements. PLACEMENT STATUS/TENURE OF SELECTEE FOR A NON PERMANENT T5 Position: TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 permanent current employee as selectees only: This is may be an obligated position or term/indef only position. If a permanent employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 5 position. TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 5 Term current employee as selectees only: This is may be an obligated position or term/indef only position. If a Term employee in the Title 5 MT NG Excepted civil service employee accepts this position, he/she will retain their Term status AND may have rights to return to their previous Title 5 position (if still available). INDEFINITE APPOINTMENT - For Current Title 32 selectees (any Status) or Title 5 NTE/VRA employees: This is may be an obligated position or term/indef only position. If an on-board employee in the Title 32 or NTE T5 excepted civil service accepts this position, he/she will convert to a T5 Term appointment (tenure 3) with possible permanent status OR without possible permanent status. This employee will have NO reemployment rights to their previous T32 position; but may be reinstated to Title 5 NTE/VRA position if still available.
