This position may be covered by a Voluntary Employee Beneficiary Association (VEBA) *JOB DUTIES: As a Research Operations Analyst, you will: * Conduct research, analysis, and interpretation of Montana unemployment insurance (UI) tax and benefits systems and related information that serves as a basis for major policy decisions, legislation, and program performance. * Work with the various units within the UI program to conduct program reviews and validation of reported data. * Serve as a technical expert on these and related issues and plans and executes a variety of specialized research and analysis projects, and ensures the overall quality and relevance of analysis and conclusions, utilized to inform policy and management decisions. * Work with managers in other areas of the department to develop consistent data-gathering and reporting systems, as well as processes to disseminate analytics and visualizations. * Communicate data and technical information to a non-technical audience while maintaining data confidentiality and security. * Need to think creatively about how to successfully manage data collection and use analysis and written reports to present findings. * Work with other members of the team to make proactive program changes to ensure program integrity. KNOWLEDGE, SKILLS AND ABILITES: If you are the right person for this opportunity, you will have the following knowledge, skills or abilities: Knowledge of (or ability to learn in a reasonable amount of time): * Principles and practices of data collection and analysis. * Professional research methods and data system processes. * Identifying patterns and trends in data sets. * Defining new data collection and analysis processes. Skill in: * Research tools and techniques. * Translating technical information to varied audiences verbally and in writing. * Managing multiple projects and priorities under inflexible timelines. * Analyzing large datasets. * Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. * Interpreting data, analyzing results using statistical techniques. Ability to: * Generate clear and concise communications to a nontechnical audience. * Maintain effective working relationships with coworkers and with other agencies. * Exercise diplomacy and sensitivity on confidential, controversial, or otherwise sensitive issues. * Support the division's customer satisfaction goals and objectives. * Continuously learn new methods. * Develop and implement data analyses, data collection systems and other strategies that optimize statistical efficiency and quality. * Work with the business or management team to establish business needs. * Design queries, report writing and presenting findings. MINIMUM QUALIFICATIONS Your preparation for this opportunity could include a combination of relevant experiences including: * Bachelor's degree in economics, statistics, data analytics, management, mathematics, or other related research-intensive field. * Minimum of one year of professional work experience demonstrating the ability to perform statistical research and develop written reports based on the research. OR * Five years of directly related experience. OR * Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered. /Preference:/ * Strong writing skills * Use of Microsoft excel. General office environment with most time spent at the computer. Occasional moderate lifting. There is infrequent travel (in-state and out-of-state).
