This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary:

This position is responsible for developing and implementing the Quality Management Strategy that will guide the Rail Road’s pursuit of excellence in all areas of service and operations and for ensuring that a LIRR Quality Management System is established, maintained, and improved as mandated by the Federal Transit Administration (FTA). This position is also accountable for oversight, direction, or Corporate and Departmental Quality Initiatives, such as ISO9000, Capability Maturity Model (CMM), Quality Function Deployment (QFD), and Six Sigma. This position is also responsible for overseeing the performance measurement, failure analysis, Quality, Control, Inspection, and auditing of the various operating departments. Also oversees third-party activities to support vendor improvement and incoming inspection for the operating departments.

This position is also responsible for strategic planning as related to the development of shop and yard strategies and tactical plans for short-term and long-term fulfillment of railroad-wide service goals. The position is accountable for interfacing with other agencies and concerned entities in developing and implementing a comprehensive, inter-agency and intra-railroad process necessary to carry out those plans. This includes strategic planning, capital planning, operations support, public outreach, the development of capital scopes and budgets for the implementation of a comprehensive shops and yards strategy.

Responsibilities:

Responsibilities may include but are not limited to:

  • Direct and lead corporate activities toward LIRR compliance to the industry standard, International Standards Organization, ISO-9000 Series of Quality Standards, CMM, QFD and Six Sigma.

  • Provide direction and oversight of Corporate Quality System (CQS) and activities, of all LIRR Departments, affecting the quality of services and products, by conducting Quality Planning, Surveillance, and Audits.

  • Oversee the Software Quality Assurance acquisition activities for Operating Department systems that include software that affects system reliability, customer comfort, and safety.

  • Direct and oversee Corporate Quality System training. Interface with various oversight agencies, i.e., FTA, MTA, FRA, APTA, etc. to ensure quality issues are addressed. Oversee the Performance Measurement and reliability activities of the various operating departments (m/E Fleet Analysis). Perform all other assignments at the request of senior management.

  • Lead and direct the corporate control of the Vendor Management Program, Material Incoming Inspection, In-process inspection and test, evaluation of vendor facilities, and disposition of Nonconforming material.

  • Direct the development of Shops and Yards Strategies and their implantation to accommodate the service demand associated with the New M7 and Diesel Fleet, East Side Access, and Air Train.

  • Lead and manage a staff of quality professionals by providing performance management, selection, and manpower planning. Promote diversity and respect in the workplace. Ensure that the corporate system safety policy is incorporated into all aspects of Quality Assurance department activities.

  • Oversee the development of Draft Environmental Impact Statements for the construction of the new yard locations.

  • Direct the development of project scopes, estimates, specifications, and initial schedules for the implementation of projects by the Capital Program Department.

    Qualifications:

  • A bachelor’s degree in engineering, Business, or a related field or an equivalent combination of education and experience may be considered in lieu of a degree.

  • A minimum of 10 years’ experience.

  • Must possess a proven track record of a seasoned manager of quality functions with responsibility for managing a professional staff and budget, in a complex, goal-oriented, operations environment.

  • Broad and extensive knowledge of Quality Systems and Standards, including methods and techniques of Quality Control, Quality Assurance, Quality Engineering, Software Quality Assurance and Continuous Quality Improvement.

  • A thorough understanding of Federal Railroad Administration rules and regulations related to inspection and maintenance of Rolling Stock and Shop and Yard operation services and requirements and working knowledge of construction methods and materials, manufacturing processes, and statistical techniques of process control.

  • Excellent technical writing, formal oral communication, interpersonal, and human relational skills, training, presentation, facilitation skills, data trend analysis, and computer skills are also required. Sensitivity to customer needs, knowledge of public and political perceptions of management decisions, and knowledge of budgeting and funding sources.

  • Experience with budgets, labor, operating rules, FRA requirements, inventory management, contacts, etc. are required. A competent mature leader who will develop the capabilities of staff and who is able to influence/motivate others to overcome resistance to change are required.

    Preferred/Desirable Skills/Qualifications:

  • Attention to Detail

  • Understanding of construction drawings

  • Familiarity with MTA policies & procedures and FTA/FRA guidelines

  • Knowledge of IS9001/AS9100

  • Yellow Belt Six Sigma Certified

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.
