Job Description

The Iowa Law Enforcement Academy (ILEA) is seeking applicants for the position of Training Specialist 2. This position will develop and coordinate ILEA’s on-line campus and assist in providing digital training for law enforcement personnel across the State of Iowa.

Applicants with previous learning management system (LMS) experience will be given preference.

This position creates, coordinates, organizes, plans, instructs, and evaluates all classes for the Iowa Law Enforcement Academy’s on-line campus. This position is responsible for working closely with the Academy’s management team, instructors, and outside law enforcement personnel to create, organize, and manage ILEA’s on-line learning environment for a multitude of topics in regards to in-service training, jail training, Basic Academy, and more.

Preferred Qualifications:

  • Broad experience with creating on-line curriculum

  • Experience with on-line training programs, education, and instruction

  • Previous law enforcement or related experience, work, or background

  • Fluency in on-line learning programs

  • Strong background in Information Technology and Instructional Design

  • Experience with Computers and Information Technology

  • Experience with Computer Software and Software programs

  • Basic understanding of computer programing

  • Ability to work closely with the management team and outside Law Enforcement personnel

  • Ability to work well in a group setting, work well independently and be self-motivated

  • Ability to pass a pre-employment background check

  • Possession of a valid State of Iowa driver’s license

  • Graduation from an accredited four-year college or university

Duties and Responsibilities:

  • Create, organize, plan, and facilitate the Academy's statewide on-line campus for the full Reserve Officer training, 20-hour Jail In-Service schools, Implicit Bias/De-escalation courses, as well as the exams given to the Basic Academy recruits. Works with ILEA's management team and members of the Law Enforcement Community to grow the on-line learning environment in areas of instruction via ILEA's on-line learning resource. This position has sole responsibility for getting on-line courses ready to go. This includes but is not limited to; editing the instructor's training video files, creating the exams from the instructor hard-copies, duplicating "paths" as necessary, and updating all classes as necessary ( occurs fairly often, as things need to be updated based on current events all the time). This position is responsible for preparing recorded instructor video files and creating the courses in several different computer programs. Provide training and instruct classes at the Iowa Law Enforcement Academy, in the field and through the use of any electronic media to ensure mastery by students/officers of accepted principles, theories and techniques used in Law Enforcement.

  • Produce and design multimedia presentations, including video recordings and PowerPoint files, through on-line content creation software for use on the on-line learning campus. This includes; video editing via computer program, SCORM package creation via program, digital updating/uploading, data management, online registrations, spreadsheet manipulation, and basic computer problem-solving. This position fields most of the incoming questions when end users have trouble with the learning management system.

  • Manage and update the ILEA's social media on-line presence and lead effort to increase ILEA's social media footprint, including obtaining and editing photos and videos for posting, and live-streaming graduation events.

  • Responsible for planning, preparing, and evaluating training materials, course outlines, lesson goals, performance objectives for course of study being taught and on-line campus.

  • Provide training via in-service training programs for law enforcement personnel in-person and via the on-line campus.

  • Coordinate and collaborate with other agencies and disciplines involved in Law Enforcement topics for use in the classroom. Participate in joint training sessions with other agencies in planning, organizing, and researching relevant sources to ensure high quality training is disseminated to the Iowa Law Enforcement Academy students and in associated in-service programs.

  • Prepares, administers, and grades exams. Counsels and provides guidance to officers in the areas of the instructor's proficiency. Correspond with officers and agencies in response to questions or problems in the field of the instructor's expertise. Assist other law enforcement instructors in the evaluation of students and provide supervisions, discipline, and structure for the students of the Iowa Law Enforcement Academy.

  • Other duties as assigned.

Essential functions of the position include:

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equal to three years full-time work in one or a combination of the following areas:

  • Professional training, teaching or counseling experience in an educational setting;

  • Professional personnel administration including such areas as job analysis, performance appraisal system, selection devices or labor relations;

  • Professional experience in a major technical program area utilized by the employing agency;

OR

a combination of education and experience to total seven years, substituting experience equal to one year of full-time qualifying work for each thirty semester hours of qualifying coursework;

OR

a combination of education and experience to total seven years, substituting thirty semester hours of graduate coursework for each year of qualifying experience;

OR

employees withcurrent, continuous experience in the state executive branch that includes experience equal to twelve months of full time work as a Training Specialist 1;

OR

employees withcurrent, continuous experience in the state executive branch that includes experience equal to six years' full-time qualifying work.
