JOB FUNCTION:

Continuously analyzes, studies, creates, and manages activities related to Fleet Services. Develops implements and directs various fleet program activities with respect to budget, schedule, risk assessment/management, and fleet management regulations and laws. Remains current with best industry practices including maintenance management and replacement strategies. Makes recommendations to stakeholders on effective fleet investment strategies including maintenance of all company vehicles, service trucks, heavy equipment, and management of fuel.

ESSENTIAL FUNCTIONS:

  • Develops and maintains fleet operational programs and schedules activities to ensure appropriate prioritization and planning/scheduling of preventative maintenance programs, modifications, repairs of vehicles and equipment, and capital vehicle lifecycle requirements for the company’s fleet by closely working with vendors and stakeholders. Develops necessary strategies to meet program goals/objectives.

  • Manages budget for capital and non-capital funding required for the company’s fleet. Researches and recommends new technologies to improve efficiency, reduce costs, and improves productivity. Prepares written recommendations for changes and/or improvements.

  • Evaluates the results of work performed by contract automotive technicians, ensuring maintenance and repair work performed on fleet vehicles is to specifications. Analyzes and develops, productivity measures to simplify and improve processes, determines performance standards by tracking and trending production data, and monitoring fleet vehicle usages costs.

  • Negotiates contracts with automotive service providers and fuel vendors to ensure price(s) are competitive and adequate customer service and support levels are provided for normal and emergency situations.

  • Plans, organizes, and manages all tasks associated with business analysis, business case development, budgeting, design, approval, procurement, project implementation, operationalization, closing of projects and benefits realization. Lead requirements gathering/management, developing solutions and testing, including the design and review of test cases.

  • Analyses fleet unit utilization and makes recommendations for discontinuance and reassignment of assets and rental of seldom used equipment.

  • Ensures that periodic inspections are conducted for vehicle compliance with ANSI/HIOSH/OSHA/Federal/State/County requirements. Monitors company fuel systems, parts issue/inventory and proper disposing of hazardous materials. Responds to callouts and/or other emergencies.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

  • Thorough knowledge of automotive technology and fleet operations acquired through experience in automotive repair work or through related administration of fleet repair operations.

  • Working knowledge of personal computers and/or mainframe systems and related software applications (i.e. spreadsheets, word processing, database management, etc.).

  • Working knowledge of continuous improvement methodologies and techniques such as Six Sigma and Lean.

  • Working knowledge of policies and procedures contained in such documents as Company/Union agreement; Safety and Health Manual; General Information Manual, etc.

  • Superior communication skills including effective written, oral and listening skills; conflict resolution skills; theability to work with a variety of individuals, and the willingness and ability to train.

  • Demonstrated ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.

  • Analytical and administrative skills required for such tasks as preparing and monitoring estimates/forecasts; preparing performance appraisals and conducting interviews; and carrying out company/division policies and procedures.

  • Must have or be able to qualify for a State of Hawaii commercial driver’s license class A (CDL A). Must meet the standards for frequent or required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

  • Strong interpersonal skills to direct, influence motivate and persuade various groups or individuals.

  • Demonstrated in-depth analytical and administrative skills for such tasks as preparing and monitoring project requirements.

  • Effective oral, written, listening and platform skills to communicate with all levels inside and outside the organization.

  • Clear ability to research, plan, organize, execute and report on work with little supervision.

  • In-depth analytical, computational, organizational and time-management skills.

  • Ability to work collaboratively as a member of a team and manage people at all levels within the company.

  • Ability to develop/maintain strong positive relationships with leaders and members of the community and government.

    Experience Requirements

  • Several (3-5) years experience in the maintenance and repair of automotive, medium, and heavy duty vehicles, and specialized equipment, preferable with aerial bucket & digger-derrick trucks. Mechanical experience servicing gasoline and diesel engines, drive trains, brakes, hydraulic, and electrical systems is preferred.

  • Several years of program/project management experience or acceptable equivalent.

  • Several (3-5) years experience preferred with electronic preventive maintenance systems.
