This position may be participating in a *VEBA program.FLSA:ExemptDate:July 1, 2024A.GENERAL PURPOSE:Under general direction, the position will assist in the planning, organization and management of projects and resources to bring about successful completion of specific department and City project goals and objectives. The focus of the projects will be in community and economic development initiatives. These include but are not limited to administration of grant programs, Revolving Loan Fund, housing programs, CDBG, EDA, Brownfields, project management and Tax Increment Finance Districts.B.SUPERVISION RECEIVED:Works under supervision of the Development Services Department Director.C.SUPERVISION EXERCISED:None.D.ESSENTIAL DUTIES AND RESPONSIBILITIES:a.The following duties are typical for this classification. These are not to be construed as exclusive or all-inclusive. We expect employees to strive for perfect attendance.Community Development 90%c.Assumes the role of project manager of assigned projects.d.Serves as lead staff for the Urban Renewal Agency in the creation and administration of the City’s Tax Increment Finance Districts. Serves in an advisory capacity to the Economic Development Revolving Loan Fund Committee which gives approval to generate low interest loans resulting in job retention, expansion and employment.e.Attends Urban Renewal Agency, Revolving Loan Fund Committee, city council, and other advisory, regulatory and informational local, state and federal meetings to disseminate information, provide recommendations or direct processes relative to Community Development functions, projects or applications and offer professional and technical assistance in Community Development matters. f.Represents the City on various boards and committees through active participation and accurate reporting on activities and events involving the City.g.Prepares for and attends meetings and orientations, trainings, and other educational opportunities.h.Makes private and public presentations to supervisors, boards, commissions, civic groups and the general public.i.Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares and administers annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.j.Responds to local citizens inquiring about community development activities and resolves complex and sensitive customer service issues between staff and citizens.k.Negotiates, coordinates and manages professional service contracts.l.Assures maintenance of internal controls & compliance with all regulatory & reporting requirements associated with funds received.m. Develop & maintain productive relationships with private lending institutions, state & federal programs & funding sources.n. Develop plans & strategies for redevelopment of neighborhoods.o. Assumes the role of liaison to specific community organizations.p.Prepares or oversees a variety of studies, reports and related information for decision making purposes.q.Prepares and writes federal, state, and private sector grant applications. Oversees the administration of all federal, state, and private sector grant programs as needed.r.Makes appropriate recommendations and performs grant oversight.s.Performs all job duties in compliance with the established rules and regulations of the City of Kalispell. t.Demonstrates accountability and responsibility for completion of work assignments in the absence of a department supervisor; provides responsive and timely feedback to supervisory staff on status and progress of work activities. E.MINIMUM REQUIREMENTS:a.Bachelor's Degree with major coursework in Community/Economic Development, Urban/Regional Planning, Public/Business Administration, Community Development, or related field; andb.Minimum of four (4) years of progressively related experience in municipal or private sector community development, or master’s degree in community development or related field and two (2) years of professional experience in community development;c.Must possess a valid State driver's license or have the ability to obtain one at time of hire. F.KNOWLEDGE, SKILLS AND ABILITIES:a.Knowledge of principles, practices and theories of redevelopment, community development, housing programs, federal, state and local laws, ordinances, statutes and regulations; b.Thorough knowledge of current practices and procedures involved in grant applications and administration; c.Thorough knowledge of financial practices and procedures particularly related to budgeting/accounting and loan establishment/maintenance (for accounts payable & receivable); d.Thorough knowledge and experience in administering and monitoring development agreements related to economic development projects; e.Skilled in computer programs with emphasis in Microsoft software (Word, Excel, PowerPoint);f.Provides teaching, mentoring and motivation to other employees within the organization through the sharing of knowledge, skills and information;g.Ability to plan and manage Community Development workload so that quality work meets stated objective and deadlines and participates in projects and activities to improve the function of the entire organization;h.Ability to deliver engaging and focused oral presentations while addressing the subject matter accurately and thoroughly in accordance with City policies and procedures;i.Ability to develop policy recommendations based upon informed research and relevant issues and compile comprehensive reports; j.Ability to understand and establish statistical data and graphic materials;k.Ability to effectively manage multiple assignments and priorities to ensure the fulfillment of projects, tasks and responsibilities;l.Ability to perform all job duties in compliance with the established rules and regulations of the City of Kalispell;m.Ability to be accountable and responsible for completion of work assignments in the absence of a department supervisor; provides responsive and timely feedback to supervisory staff on status and progress of work activities;n.Ability to prepare accurate and deliver on time; letters, reports, requisitions, legal notices, memos, and other written documents in a timely manner; and o.Ability to establish positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.G.TOOLS AND EQUIPMENT USED:Standard office equipment including, but not limited to: copiers, calculators, , telephone, personal computers, etc. Knowledge of Microsoft Word and Excel preferred.H.PHYSICAL DEMANDS:a.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
