This is an exciting opportunity to lead the HR function in the Ukraine Franchise with the highest standard and quality of HR service, ensuring end to end delivery of HR governance and professional HR services to Ukraine. Would suit a highly motivated individual looking to expand their HR skills and experience in Country HR, risk, and governance. They will develop and implement respective HR policies and synergies to support the business, providing support and guidance to the CCO (Citi Country Officer) and Business heads.

Reponsibilities:

  • Develop positive client relationships through consulting, supporting, and advising the Citi Country Officer and Business Heads to ensure optimum delivery of business and HR goals.

  • Partner with the business in delivering change processes that enable the business to evolve to meet changing market and customer demands.

  • Be an ambassador of the HR model. Build relationships and partner with global HR colleagues, multiple senior-level HR Advisors, HR Delivery organization and HR disciplines, to help ensure the efficient delivery of end-to-end quality processes to clients and employees in line with local regulatory environment.

  • Cooperate with both HR Delivery organization and the global HR team to execute HR initiatives in recruitment, compensation & benefits, employee relations, performance management, talent development and organizational effectiveness.

  • Represent Citi HR on various external industry bodies and networks also acting as direct point of contact for local regulator on HR matters.

  • Control local payroll and HR admin workflows, provide signature on various reports/payment instructions, ensure timely submission of regulatory reporting.

  • Be a designated responsible for military bookkeeping, make sure all military records are in order. Manage the process of maintaining the status of Critical Enterprise for UA Economy, manager critical employee booking from mobilization and military draft.

  • Partner with the business in developing HR priority map which would support strategic plans of the Franchise.

  • During martial law period, create and manage Employee Emergency Support program, drive other initiatives to support employees within safety guidelines provided by CSIS.

  • Focus on operational efficiency of HR and continually track effectiveness of same, implementing improvements as necessary.

  • Implement and deliver the HR strategy, ensuring alignment to the organisational strategy (globally and locally).

  • I partnership with HR Delivery organization, drive enhanced performance and talent management practices focusing on succession planning, critical roles and the development of hi-potential employees.

  • Ensure the function operates within an effective governance model and well-controlled environment.

  • Make sure best practice company policy and local employment legislation is pursued in all employee relation matters.

  • Manage overall HR governance, regulatory and legislative responsibility for HR initiatives on both an internal and external basis across the franchise and related legal vehicles.

  • Support the process of ensuring that HR policies and processes are compliant with regulatory requirements, external reporting regulations and demonstrate best practice in terms of corporate governance, in partnership with global function partners and regional HR teams.

  • Understand and proactively manage risk, compliance, and the audit environment across all areas.

  • Provide advice and guidance to managers on ER issues, ensuring the management population is kept up-to-date on policy issues and employment law risk is effectively managed.

  • Manage grievances, disciplinary cases, query resolution.

  • Provide advice and guidance to employees on Citi UA policies and procedures as required.

  • Provide timely communications to staff on the policy matters, benefits etc.

  • Counsel managers and employees on employee related issues like performance management, succession planning, disciplinary and grievance procedures, flexible working, maternity, and absence management, VOE

  • Manage HR vendor relationship as appropriate.

  • In partnership with respective Centers of competence, negotiate with service providers on provision of outsource services (e.g recruitment, outsourcing, medical and life insurance, consulting etc.) conditions and pricing.

  • Support diversity and inclusion initiatives across Europe. Be a representative of Citi to implement NBU’s Charter on Veterans’ reintegration.

Knowledge/Experience:

  • Minimum 10+ years HR Generalist experience, preferably in a global/complex/matrix organization.

  • Track record of delivering results and meeting plans in a busy environment.

  • Recognised leader who embraces change and has proven experience of delivering strategic HR initiatives.

  • Commercial awareness and a solid understanding of how HR adds value to the business.

  • Proven ability working within a remote HR operating model. Business travel and flexibility are essential.

Qualifications:

  • Degree in Business, Human Resources Management or related discipline.

  • Proven track record of successful HR delivery in financial services environment.

  • Experience in a broad range of HR areas; operating within a complex employee relations climate.

This is an opportunity to take a leadership role within Citi’s HR Operating model. This is a critical HR role within the Europe Cluster. The successful candidate will gain an in-depth understanding of all functions within the HR model and will gain expertise in delivering HR services in a very large and complex organization.

This role will have significant exposure to Senior Management and will have the opportunity for involvement in formulation, design and implementation of HR strategy and policy.
