The Lexington VA Health Care System located in Lexington, KY is currently seeking a proven leader, with a successful track record of innovative and collaborative work for their highly rated 1b complex healthcare system, to serve as our next Chief of Staff (COS). The incumbent must demonstrate a passion for and leadership of the foundational elements of a High Reliability Organization (HRO). In collaboration with the Executive Leadership Team (ELT), the COS assists in the development, organization, implementation and support of patient care, medical education, and research activities across our nine sites of care. The incumbent works directly by communicating with the VISN 9 Chief Medical Officer (CMO) regarding the quality and coordination of patient care across the healthcare system and acts as a catalyst for change when new programs and systems are communicated through the CMO to the local facilities. The COS will provide administrative, programmatic, and clinical leadership oversight for the Lexington VA Medical Center's clinical, medical, and dental staff to ensure achievement of the clinical, research, and education goals of the medical center. The COS is accountable for the management of the needs of the clinical services, as well as developing a plan for the delivery of health care by the clinical staff. The COS, as a member of the executive leadership team for the Lexington VA Health Care System, participates in top-level decision and policy design that affects the needs of the medical center through collaboration with other members of the medical center administration, service chiefs, and interdepartmental supervisors. The COS directs the clinical medical programs, delegating authority and responsibility to meet the medical center goals. The COS reports to the facility Director and serves as a key clinical resource for the facility Director and members of the administration. Leadership Directs the medical staff governance by-laws and credentialing and privileging. Ensures all patients receive high-quality, efficient, timely, and appropriate care with the highest professional and ethical standards and quality of care. Works diligently with the ELT to maintain an unwavering focus on our mission to honor America's Veterans by ensuring a robust Culture of Safety and Continuous Improvement across the healthcare system. Responsible for the standard of medical care and the professional integration of services across service lines. Provides effective leadership, coordination and oversight for programs and services. Chairs the Medical Executive Committee, Health Care Delivery Council and Peer Review Committee. Credentialing and Privileging Authority and accountability of credentialing and privileging as Chair of the Medical Executive Committee (MEC). Interprets regulatory and legal issues, monitoring medical staff and other licensed independent practitioner's compliance and quality of practice Initiates appropriate actions such as discipline, revocation or suspension of all or selected individual privileging. Affiliation and Research Responsible for the oversight and accountability of all clinical training programs. Ensures continued compliance with accreditation requirements of clinical training programs, including graduate medical education, nursing education, and other associated health programs. Working relationship with the Medical School Dean and Department Chairs (University of Kentucky) with regard to residents, training of students, faculty appointments, research, and recruitment of new faculty. Qualifications Basic Requirements United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience (1) Two or more years as a Chief of Staff, Service Chief, Healthcare Administrator, Healthcare Program Manager, or Health information Officer management experience with strong administrative and interpersonal skills. (2) Lead the successful design and implementation of clinical protocols with demonstrated commitment to an interdisciplinary approach to care delivery. (3) Skills in providing clinical interface with academic affiliates and other key stakeholders. (4) Ability to collaborate, listen, and persuade others in executing strategic initiatives. (5) Ability to coordinate a broad continuum of programs. (6) Board Certification in a clinical specialty. (7) Experience as a clinical service or section chief. The preferred candidate is expected to meet the VHA Core Competencies of Interpersonal Effectiveness, Customer Service, Systems Thinking, Flexibility, Creative Thinking, Organizational Stewardship, Personal Mastery, and Technical Competency. Physical Requirements: Applicant must meet the physical standards established for this position. The physical requirements for this position may include the following tasks which may be performed intermittently: moderate lifting (15-44 lbs); moderate carrying (15-44 lbs); Reaching above shoulders; use of fingers; walking (up to 6 hours);Standing (up to 2 hours); Near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to20/20 and 20/40 in the other; hearing aid permitted; mental and emotional stability required. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
