Synectic Solutions Inc Foreign Military Sales Financial Analyst (PMA-259) in Lexington Park, Maryland

Synectic Solutions, Inc. (SSI) is seeking an FMS Financial Analyst to support our NAVAIR customer in Patuxent River, MD. The Financial Analyst will be responsible for but not limited to the following requirements. The anticipated award date for this contract is November 2024.

Essential Job Duties:

  • Perform financial management support including development of pre-case pricing data; preparation and execution of financial documents in the various case management and financial systems; providing financial analysis of FMS, potential FMS and ICDP programs; tracking funds commitments, obligations and expenditures; assisting in the development and presentation of financial briefing materials; developing and maintaining a financial status report; and reconciling FMS cases in preparation for closure.

  • Develop estimates for Price and Availability (P&A), Letters of Offer and Acceptance (LOA); provide recommendations for the development of P&A data; and provide estimate information on individual case elements.

  • Input data into the Defense Security Assistance Management System (DSAMS) for P&As, LOAs, Amendments, and Modifications.

  • Negotiate sensitive financial issues with stakeholders to achieve mutually beneficial outcomes.

  • May travel to potential foreign customer countries to provide program and financial management support and assistance for site surveys, meetings, and reviews. 

    Required Experience:

  • At least three (3) years financial management experience, two (2) of which must be within FMS is required.  

    Education Requirements:

  • BA/BS degree.

    Security Requirements:

  • U.S. Citizenship required.

  • Must be able to obtain and maintain a Secret security clearance.

    Desired Experience:

    Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR), and Federal Acquisition Regulation (FAR) is desired.   Knowledge and demonstrated understanding of Department of Defense (DoD) policies and Navy regulations as set forth in the SAMM, DoD 5105.38-M is desired.
