Office of the Director of National Intelligence Biometrics/Video Examiner in McLean, Virginia

Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for supporting Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information. Selected candidates will work with data from across the Intelligence Community, Federal Bureau of Investigation, and other sources. Selected candidates will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. The person in this position is expected to exhibit professional and inclusive behaviors and help create and maintain a positive, professional, and high-performance workplace. Initiate, cultivate, and maintain cooperative and productive relationships with individuals in the US Government (USG), Intelligence Community (IC), and ODNI. Develop, utilize, and refine approaches to gain a comprehensive understanding of complex and significant issues and incorporate insights and findings into biometric reports and cables. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information. Develop an understanding of and utilize a variety of tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs); incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Identify, and develop strategies to overcome identified gaps and increase efficiencies in data collection or processes. Cultivate and facilitate collaborate with counterparts in other agencies to support the integration of IC-wide terrorism analysis capabilities throughout the USG. Perform terrorist identities analysis, compilation, and dissemination, utilizing associated databases and implementing watchlisting processes. Coordinate with IC organizations, and implement policies, and procedures, and requirements with regard to terrorist identities intelligence research and analysis. Champion the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and identify methods for how these organizations can effectively integrate their terrorist identities analysis capabilities. Coordinate and contribute to the analysis of images of targets of interest; conduct detailed analysis of media to distinguish characteristics of individuals attempting to disguise their identities, time critical photo alterations, and reconstructive comparisons. Conduct advanced exploitation of images, video, documents, and other forms of captured media. Coordinate and contribute to the analysis of numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support focused on providing fused, integrated biometric intelligence support to TIDE customers and the greater IC. Other duties, as assigned. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee. Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. Qualifications Mandatory Requirements Prior experience conducting video and/or speaker related operations. Knowledge of biometric tools and capabilities within the IC. Experience performing biometric examination operations. Ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Ability to communicate clearly, both orally and in writing. Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail. Bachelor's Degree in related field OR related experience. Desired Requirements: Demonstrated ability to conduct advanced exploitation of images, video, documents, and other forms of captured media. Demonstrated ability to utilize a variety of biometric tools to conduct image and video editing. Demonstrated ability to apply detailed knowledge of ODNI, IC organizations, and relevant customer organizations or operations, in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs. Demonstrated interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; demonstrated success working across organizational lines. Thorough knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems). Knowledge of biometric tools and capabilities within the IC and/or knowledge of the Watchlisting business process.
