Summary

Facility Security Officer (FSO) will provide onsite support in Melbourne, FL site for all Department of Defense (DoD) and Intelligence Community (IC) security actions and serve as the primary Security liaison with US Government, DoD and IC counterparts. The FSO should also have experience as a Contractor Special Security Officer (CSSO) and be familiar with Special Access Programs and Facilities. Primary duties will be that of an FSO, but may require performance as a CSSO when needed for future efforts.

Position Responsibilities

  • Lead the AV security team including AV security employees and any contracted security service providers. Manage physical security at AV facilities and be responsible for creating a secure environment for employees, suppliers, and company visitors

  • Create, manage and maintain documentation to include Standard Practice Procedures (SPP), Standard Operating Procedures (SOP) and Emergency Action Plans

  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies

  • Manage and maintain Communications Security (COMSEC) equipment

  • Develop and implement security documentation including program protection plans, Special Access Program Facility (SAPF), Special Compartmented Information Facilities (SCIF), and Closed area accreditation plans, and managed access plans

  • Perform access control responsibilities including managing badges and visit requests

  • Implement and maintain security plans, procedures and instructions

  • Develop and administer a comprehensive Security Awareness Training Education program

  • Partners with internal and external clients to identify and address escalated contractual, personnel, facility and information security issues in accordance with the NISPOM

  • Review and ensure maintenance of DD-254 forms and cleared resource security files

  • Submit adverse action reports to the Federal Government

  • Proactively develop and enhance processes as company and/or government guidance evolves​

  • Develops, implements and monitors special security policies and procedures; ensures compliance with all aspects of AV’s security program

  • Protects classified government information and manages personnel security clearance and processes. Conducts initial and on-going security training and education briefings ​

  • Provides support and guidance for all security functions in accordance with the NISPOM, DCID’s, ICD’s and other applicable government security directives associated with SAPF, SCI and other special security programs

Basic Qualifications (Required Skills & Experience)

  • Bachelor’s degree or equivalent experience

  • Certificate of Completion for FSO certification or SPED, and COMSEC certification

  • At least 9 years of experience as an FSO/CSSO to include experience as a cleared defense contractor working in corporate and government environments

  • 5 years management experience

  • Experience with the classification management process and classification guides associated with DoD and IC information; Experience with DCSA audits

  • Experienced in implementing security policy and procedures to ensure compliance with the National Industrial Security Program and other government security regulations

  • Experience adhering to and ensuring compliance with NISPOM, ICDs, Federal security regulations, and corporate security policies and procedures

  • Experience leading and conducting internal audits, participating in Government assessments and inspections, investigating and mitigating areas of risk or non-compliance, pre-employment vetting

  • Experience in creating and using Security Classification Guides; SAP experience

Other Qualifications & Desired Competencies

  • Extensive knowledge of industrial security administration and government databases that include, but are not limited to: National Industrial Security System (NISS), Defense Industrial Security System (DISS), Electronic Questionnaire for Investigations (e-QIP), and Industrial Secure Facility Database (ISFD)

  • Knowledge and understanding of the Risk Management Framework (RMF) as it applies to the total security program

  • Effectively communicate verbally and in writing to internal and external customers with the ability to offer experienced guidance to executive staff and subcontractors.

  • Must have strong knowledge of NISPOM, ICD 704, ICD 705 and other DoD and IC security compliance documents

  • Excellent judgement, decision-making, and communications skills

  • Strong leadership attributes and ability to coach, mentor and lead teams

  • Must be able to be at AeroVironment UAS Facility within 60 minutes of notification of a security incident involving the facility

  • Familiarity with SIMS

  • Able to excel in a fast-paced, deadline-driven environment, where small teams share a broad variety of duties

  • Displays strong initiative and drive to accomplish goals and meet company objectives

  • Takes ownership and responsibility for current and past work products

  • Is committed to learning from mistakes and driven to improve and enhance performance of oneself, others, and the company

Physical Demands

  • Ability to work in an office and manufacturing environment (Constant)

  • Required to sit and stand for long periods; talk, hear, and use hands and fingers to operate a computer and telephone keyboard (Constant)

The salary range for this role is:

$121,481 - $172,200
