The Deputy Director of Information Services is a senior member of the Information Services leadership team, reporting to the Director of Information Services/CIO. This leadership position serves as a key executive in the organization, collaborating with the Director of Information Services and other senior leaders to provide strategic vision, direction, and oversight of the department. This position is responsible for planning, implementing, and managing the organization’s technology infrastructure, systems, and operations to drive efficiency, security, and growth and works with leadership and teams to improve processes and technology to ensure foundational services are delivered. In the absence of the Director of Information Services/CIO, will represent the county in all matters related to Information Services functions, including the day-to-day operations of the department.

Flexible Workplace

This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  • Promote a diverse, equitable, and respectful workplace.

  • Works closely with the Chief Information Officer in developing information technology strategic plans to support the vision, mission, goals, and values of the county.

  • Manage, direct, and oversee members of the IS management team and other assigned teams; including hiring staff, mentoring, coaching, providing professional development opportunities, establishing performance standards, completing evaluations, and recognizing and addressing performance problems.

  • Lead and engage in the planning, development, and implementation of the strategy and vision for all technology services and functions.

  • Provide technical direction in designing, planning, and management of information technologies, overseeing large IS projects; and analyzing various operating procedures to determine methods to capture, report, and process information.

  • Seek ways for IS to deliver value to the business and lead new IS enabled business opportunities.

  • Direct and perform analysis for the CIO to identify areas of potential improvements within IS and across the County’s IS delivery structure.

  • Oversee day-to-day IS operations of the Department, ensuring effective service delivery, system availability, and performance optimization.

  • Streamline and enhance IS processes, workflows, and systems to drive efficiency and productivity.

  • Manage and optimize the organization’s technology infrastructure, including networks, servers, storage, and hardware/software assets.

  • Lead the development and promotion of policies and standards covering County-wide information technology related functions.

  • Stay updated with emerging technologies and trends to recommend and implement innovative solutions that enhance operational capabilities.

  • Nurture a culture of collaboration, innovation, and continuous improvement within the information services team.

Minimum Qualifications

Education: Bachelor’s degree in information technology, Computer Science, or a related field.

Experience: Seven years of experience in a senior leadership role within the information technology sector.

Exam/Screening Process Information

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.

Definition of Unclassified from the Ramsey County Personnel Act :

Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
